About the Role

The MEAL Senior Coordinator leads monitoring, evaluation, accountability, and learning systems for humanitarian programs in Sudan. Reporting to the Programs Director and receiving technical guidance from the Regional Measurement Advisor, this role ensures high-quality programming through reliable data systems, client feedback, and evidence-based adaptation across emergency and development settings.

Responsibilities

  • Develop and lead unified MEAL strategies aligned with organizational frameworks, national priorities, and emergency response plans.
  • Oversee all MEAL activities across multiple sectors and regions, including in emergency response operations.
  • Build and manage collaborative MEAL partnerships with peer organizations, local entities, and government bodies.
  • Represent the organization in MEAL-related discussions at internal and external forums and coordination platforms.
  • Promote data accessibility and utilization by leadership and partners to support adaptive management and informed decision-making.
  • Design and implement MEAL systems that meet organizational standards, program requirements, accountability obligations, and learning goals.
  • Ensure MEAL systems incorporate cross-sectoral priorities such as gender, protection, safeguarding, disaster risk reduction, diversity, equity, inclusion, and Do No Harm principles.
  • Leverage insights from past initiatives and external evidence to shape program design and Theory of Change development.
  • Create and manage monitoring frameworks, including logical models, M&E plans, data collection instruments, data management procedures, feedback mechanisms, quality audits, and visualization tools.
  • Advocate for sufficient budgetary and staffing resources dedicated to M&E and MEAL functions across all projects.
  • Generate accurate data analyses, reports, presentations, and dashboards to inform learning and decision-making at project and senior management levels.
  • Provide technical oversight for the planning, methodology, and execution of surveys, including baseline and endline assessments, and lead evaluations as needed.
  • Collaborate with program coordinators, technical advisors, and external stakeholders to ensure MEAL integration and alignment.

Requirements

  • Demonstrated experience managing MEAL systems in complex humanitarian or development environments.
  • Proven ability to lead MEAL operations across multiple sectors and geographic locations, including in emergency settings.
  • Strong technical expertise in developing and implementing logical frameworks, M&E/MEAL plans, data collection tools, data management processes, client feedback systems, quality audits, and data visualization.
  • Experience using data to guide evidence-based decisions and program adjustments.
  • Track record of representing an organization in MEAL forums and coordinating with partners and stakeholders.
  • Experience integrating cross-cutting issues such as gender, protection, safeguarding, disaster risk reduction, diversity, equity, inclusion, and Do No Harm into MEAL systems.
  • Ability to produce high-quality data analysis, reports, presentations, and dashboards for senior leadership and program teams.
  • Experience designing and managing baseline and endline surveys, evaluations, and assessments in coordination with technical and program teams.

Nice to Have

  • Prior work experience with the International Rescue Committee or similar large international humanitarian organizations.
  • Knowledge of organizational frameworks including Strategy 100, Data Ambition, and Country Strategic Action Plan.
  • Field experience in Sudan or comparable conflict-affected, complex environments.
  • Understanding of both direct and indirect implementation models in humanitarian programming.

Work Arrangement

Local position based in Sudan, with presence in Gedaref, Blue Nile, White Nile, River Nile, Port Sudan, South Kordofan, Khartoum, and Al-Jazera. Operates across multiple field bases and sub-offices with logistical hub in Port Sudan.

Team

Works across multiple field bases and sub-offices in Sudan. Reports to the Programs Director with technical support from the Regional Measurement Advisor. Collaborates closely with program, grants, and support teams. Supervises MEAL staff and partners.
