Pratt & Whitney, part of RTX Corporation, is seeking a Manager, Procurement to lead the sourcing and acquisition of materials and services for critical government contracts. In this remote role, you will manage supplier performance, oversee the complete purchase order life cycle for DoD, FMS, and DCS customers, and facilitate complex business agreements. You will ensure all activities are conducted in full compliance with regulatory and corporate requirements.
What You'll Do
- Prepare and issue Request for Quotations/Proposals.
- Perform price and cost analysis and lead formal negotiations on price, delivery, scope, and Terms & Conditions.
- Place subcontracts and purchase orders.
- Issue and resolve medium/high complexity conflicts in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types.
- Place OTA, WFPP, CRADA, and bailment agreements.
- Nurture professional business relationships with first-tier subcontractors.
- Provide comprehensive Supply Chain support for gate reviews.
What We're Looking For
- A Bachelor's degree and a minimum of 8 years of prior relevant experience, or an Advance Degree in a related field and a minimum of 5 years of experience.
- Relevant experience in procurement, supply chain management, management, finance, or a similar leadership role.
- Must be a U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations.
- Ability to obtain and maintain a U.S. government issued Secret security clearance.
Nice to Have
- Bachelor's or Masters' degree in supply chain, business, engineering, or a related field.
- Project planning and management skills (e.g., MS Project, EVMS).
- Experience working with development-type procurement and major subcontracts.
- Experience in an SAP-based environment.
- Experience with technical requirements of procured hardware and services – including Statement of Work (SOW) review.
- Familiarity with the International Traffic in Arms Regulations (ITAR).
- Demonstrated knowledge/compliance with Federal Acquisition Regulations (FAR/DFARS).
- Experience with written contractual authorization/vehicles (Cost Plus, Firm Fixed Price, etc.) and assessing proposal compliance (FAR 15.4).
- SAP/PRISM-based environment experience.
- Experience leading formal negotiations (price, schedule, supplier exceptions to contractual flow-down requirements, and standard Terms & Conditions).
- Experience with supplier management.
- Price Cost Analysis experience.
- Experience evaluating supplier proposals, analyzing cost/price, technical capability, and financial viability.
- Experience with automation tools.
- Previous experience with integrated supply chain, including strategic procurement.
