Fulton Bank is hiring an Investment Officer

Responsibilities

• Oversee, track, and carry out transactions for a securities portfolio exceeding $5 billion, serving the institution and affiliated entities.
• Exercise authorized discretion to buy and sell investment instruments as approved by executive management and the Asset Liability Committee (ALCO).
• Detect and act on relative value opportunities and strategic market openings that enhance institutional returns.
• Administer the derivative hedging framework designed to manage balance sheet interest rate exposure.
• Handle all components of a multi-billion-dollar fixed income portfolio, including acquisition, disposal, and ongoing oversight of fixed income and credit-risk instruments.
• Analyze macroeconomic trends and financial markets relevant to the portfolio, such as residential and commercial mortgage-backed securities (RMBS, CMBS), corporate and municipal bonds, trust preferred securities, and asset-backed securities tied to student loans and small business loans.
• Assess and implement interest rate options and derivative trades to reduce interest rate risk across the balance sheet.
• Align and exchange investment strategies with internal departments and business units.
• Partner with treasury leadership to shape capital allocation and balance sheet optimization plans.
• Oversee investment decisions and administrative functions related to the Bank Owned Life Insurance (BOLI) portfolio.
• Track financial market developments and report significant trends, both favorable and unfavorable, to senior management.
• Conduct scenario-based analyses to guide strategic decisions and improve investment portfolio performance.
• Act as the main liaison with authorized investment brokers.
• Conduct yearly evaluations of counterparties.
• Assess potential vendors and their offerings to ensure compliance with internal policies, legal standards, regulatory requirements, audit protocols, and risk management frameworks.
• Provide modeling expertise and technical support to other bank divisions as needed.
• Create and deliver comprehensive reports on investment performance and hedging activities to executive leadership.
