Role Overview
The Humanitarian Access & Security Coordinator (HASC) plays a central role in safeguarding IRC operations across Chad by developing context-specific security frameworks and ensuring humanitarian access in complex environments. This position leads the design and implementation of security strategies that protect staff, assets, and programs while enabling operational reach in high-risk zones.
Key Responsibilities
- Lead the creation and ongoing refinement of a national access strategy, including engagement plans with local authorities, non-State armed groups, and influential stakeholders.
- Advise program teams and Security Focal Points on operational planning for new project launches, including actor mapping and risk assessments.
- Build and maintain trusted relationships with local officials, armed actors, and community leaders to strengthen acceptance of IRC’s mission.
- Provide technical guidance during assessments for potential expansion into new geographic areas.
- Supervise security staff with clear work plans, performance objectives, and professional development support.
- Participate in senior leadership meetings to inform strategic decisions with real-time security and access analysis.
- Represent IRC in coordination forums with UN agencies, humanitarian partners, and security information services.
- Monitor political, economic, and security developments to anticipate risks and advise adaptive programming.
- Produce regular security reports and scenario analyses to guide operational adjustments.
- Ensure compliance with IRC security protocols, including incident reporting, response, and staff support procedures.
- Advise on secure communication tools and equipment use in the field.
- Develop and deliver targeted training programs, including security awareness and access management for staff and focal points.
- Coordinate mandatory briefings for new hires and visitors in collaboration with leadership.
- Lead the development and updating of Security Risk Assessments, Security Management Plans, and contingency protocols.
- Oversee evacuation and hibernation planning for all IRC premises.
- Champion a culture of accountability, integrity, and teamwork aligned with global professional conduct standards.
Qualifications
- University degree in management, political science, or related field; or equivalent technical certification with substantial experience.
- Minimum of 5–7 years in humanitarian response, with at least 3 years focused on security risk management or access in high-threat contexts.
- Proven ability to analyze complex environments and identify emerging threats.
- Experience training diverse teams and designing learning programs.
- Strong background in NGO security frameworks, incident management, and field-level implementation.
- Fluency in both French and English required.
- Regional experience, particularly in the Sahel or similar high-insecurity settings, is strongly preferred.
