About the Role

GE HealthCare is hiring a Global Commodity Leader to lead the procurement of complex goods and services for advanced nuclear reactors on U.S. Government funded projects. You will play a critical role ensuring compliance with federal acquisition regulations and managing the complete procurement lifecycle.

What You’ll Do

  • Develop comprehensive supplier contractual and strategic relationships to address cost, business risk, and supply continuity.
  • Develop and implement supply chain processes incorporating cross-functional inputs to define scope, schedule, and resource needs.
  • Perform Cradle-to-Grave Contracts Administration, including negotiating terms and conditions, managing deliverables, and ensuring compliance with U.S. government flow down requirements.
  • Ensure compliance to FAR/DEARS/DFARS and 2 CFR 200 Uniform Guidance for Grants and Cooperative Agreements.
  • Prepare and issue Requests for Quote/Proposal (RFQs/RFPs) in compliance with US federal procurement regulations.
  • Review proposals, analyze results, and determine negotiation plans/strategies, addressing exceptions to flow downs or specifications.
  • Conduct negotiations with suppliers to achieve fair and reasonable results and perform supplier assessments to finalize selection.
  • Formally document procurement files in accordance with government compliant purchasing system requirements.
  • Oversee purchase orders awards to suppliers, ensuring compliance with all policies, procedures, and government regulations.
  • Facilitate supplier understanding of requirements from local, state, and federal regulations.
  • Manage supplier performance to cost, delivery/schedule, quality, technical, and programmatic/contractual requirements.
  • Monitor project procurement progress and milestones, ensure receipt of deliverables and invoice approval, and manage project change orders.
  • Identify and mitigate risks and issues with suppliers by determining root cause and developing corrective action.

What We’re Looking For

  • A Bachelor’s Degree from an accredited college or university and 5 years of experience in Supply Chain.
  • OR an Associates degree/High School diploma or equivalent and 10 years of experience in Supply Chain.
  • Must be a U.S. person (U.S. citizen, permanent resident, or other protected individual under 8 U.S.C. 1324b(a)(3)).
  • Proof of U.S. person status required prior to employment.

Nice to Have

  • Experience with Government funded projects and understanding of federal project compliance requirements (e.g., Service Contract Act, Davis Bacon Act, Buy American Act, Small Business Subcontracting Plans).
  • Advanced degree in business, engineering, or other relevant discipline.
  • Demonstrated domain expertise with FAR/DEARS/DFARS and 2 CFR 200 Uniform Guidance.
  • In-depth understanding of all principles of the procurement process in a government environment from inception to close out.
  • Strong leader capable of working successfully in a matrix organization and as part of a cross-functional team.
  • Demonstrated ability to manage multiple complex projects to completion, meeting deadlines with appropriate cost and schedule control.
  • Working knowledge of bid packages, analysis/evaluation of proposals, source selection, negotiation of subcontract provisions, and administration of subcontracts.
  • Strong negotiation skills (internal and external with suppliers).
  • Demonstrated ability to effectively manage job responsibilities in a global environment with minimal supervision.
  • Demonstrated leadership and influencing skills.
  • Strong communication skills to effectively communicate to all levels of internal and external stakeholders.
  • Demonstrated competency in creating clear and concise written documentation summarizing all aspects of a procurement transaction.
