The City of New York's Department of Consumer and Worker Protection (DCWP) is hiring a Director, Payroll and Timekeeping. This role reports to the Chief HR Officer and is pivotal in developing and executing HR strategy with a focus on payroll and timekeeping operations. You will ensure compliance with all applicable laws, collective bargaining agreements, and agency policies.
What You'll Do
- Communicate new City, Agency, and CityTime policies and procedures and ensure staff awareness.
- Analyze current procedures for streamlining unit operations; advise staff of procedural updates and monitor implementation and accuracy.
- Create quality assurance procedures and provide a high level of customer service to employees, investigating discrepancies.
- Provide effective leadership and direction to team member(s) and direct reports.
- Oversee all Timekeeping functions, including maintaining CityTime approval trees and workflows.
- Review, update, and maintain the agency’s Time & Leave policies, ensuring staff properly record their time.
- Develop and lead Time and Leave training for all new hires and current staff.
- Prepare and review CityTime and CHRMS reports.
- Review, analyze, and approve Advanced Leave Requests and Managerial Separation documents.
- Stay current with COVID Leave policy rules, act as an agency subject matter expert, and administer all related leave requests.
- Oversee the management of all special leave of absence requests in compliance with mandates.
- Manage staff inquiries pertaining to commuter benefits, health benefits, workers’ compensation, union benefits, and all other employee benefits.
- Oversee the timely processing of Worker’s Compensation claims.
- Oversee all Payroll functions, ensuring compliance with all payroll directives, policies, and procedures.
- Audit all activities leading to the production and distribution of the bi-weekly payroll.
- Ensure accuracy of pay authorizations, additions to gross, and collective bargaining increases.
- Generate Ad Hoc CHRMS, PMS, and RMDS reports.
- Oversee Motor Vehicle and Parking Fringe benefits procedures.
- Ensure accuracy and reporting of retro pay triggers, one-time payments, one-time deductions, and supplemental payroll requests.
- Support the review of key payroll reports.
- Perform related assignments and special projects as required by the Chief HR Officer.
