Responsibilities
- Lead engagement with the Ministry of Health, Ministry of Finance, and other relevant government bodies.
- Direct work-planning and reporting processes.
- Offer direct technical support in strategic purchasing, public financial management, PFM reforms, or financial management information systems.
- Guarantee the delivery of high-quality outputs.
- Contribute written content for technical documents, project status reports, blogs, and articles for publication on internal and external platforms and at conferences.
- Manage G2G financing risk by ensuring entity risk profiles are regularly updated through milestone verification, data quality assessments, government systems, and risk management plan progress.
- Identify and report emerging risks, directing further assessment or field checks to high-risk, unusual, or disputed areas.
- Enhance government ownership and capacity to maintain risk profiles, track corrective actions, and consistently use risk data for financing and management decisions.
- Monitor annual government co-investment commitments and expenditures, ensuring agreed pledges become actual investments in priority health areas.
- Communicate with other global managers to build, share, exchange, and disseminate technical knowledge.
- Supervise technical team members, including up to 5 direct reports and consultants.
- Oversee the technical team in clinical/service delivery, health information, and data quality areas.
- Provide quality oversight, review, and verification of data from DHIS2, HMIS, and registers.
- Onboard and lead outstanding team members within the technical scope.
- Lead by example, delegate effectively, demonstrate integrity, and motivate others.
- Foster a positive, respectful country team culture and engage respectfully with employees at all levels across the organization.
- Represent the organization, consult, and coordinate with key stakeholders in government, donors, and other entities to build the program and reputation.
- Serve as the in-country focal point for all local external clients, partners, and donors.
- Ensure timely delivery of quality products.
- Maintain high levels of client satisfaction.
Requirements
- Master’s degree in a relevant field with 12+ years of experience, or PhD with 8+ years of experience.
- Substantial relevant work experience in public financial management, country financial management reform, or financial management information systems strengthening (health system strengthening expertise is a plus).
- Deep understanding of financial management, including the Ministry of Finance’s financial management information systems (IFMIS).
- Demonstrated experience, working relationships, and deep understanding of Uganda’s Ministry of Finance financial systems and reforms, with experience collaborating or working closely with Ministry of Finance team members.
- Extensive experience managing teams for large, complex projects in Uganda.
- Proven team and people management abilities with a focus on staff growth, mentoring, and coaching junior professionals.
- A senior leader capable of rallying staff around the organization’s mission and priorities.
- Proven track record in budgeting and financial management.
- Demonstrated ability to engage effectively with external strategic partners, donors, government ministries, and stakeholders.
- Full written and verbal fluency in English.
- Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, orientations, and across work areas.
- Ability and willingness to travel in-country and internationally up to 25%.
