The City of New York's Department of Consumer and Worker Protection (DCWP) is hiring a Data Scientist for its Environmental Health and Safety (EHS) department. You will play a pivotal role on the Analysis and Reporting Team, shaping analytical strategies and providing data support across all teams. Reporting directly to the Administrator, you will build insightful PowerBI dashboards, manage data quality, and lead technical projects to advance the department's mission.
What You'll Do
- Build tools to document Specialists' inspection observations, including the EHS scoring model, ensuring comprehensive business requirements and uniform data structure.
- Develop targeted reports, EHS dashboards, and data visualization models that surface key information and trends related to oversight findings.
- Shadow Business Unit Specialists during field inspections to assist in creating tools that capture real-life conditions.
- Lead the planning and implementation of Analysis and Engagement Unit (AEU) projects, ensuring completion per outlined objectives and timelines.
- Create and maintain comprehensive project documentation, tasks, minutes, and action items, including project progress reports.
- Prepare recurring and ad-hoc reports on EH&S program performance using Power BI, Smartsheet, and Excel.
- Perform data wrangling, exploratory data analysis (EDA), ETL processes, and advanced statistical modeling using Python, SQL, Power BI, and Excel.
- Develop, optimize, debug, and maintain data pipelines using Power BI and Smartsheet to ensure data integrity, performance, and security.
- Apply predictive models to answer complex questions about EHS programs and anticipate future needs; prepare reports and briefing materials.
- Assist with establishing performance metrics and reporting cycles.
- Review portfolio data to identify anomalies, ensure timely corrections, and escalate unresolved discrepancies.
- Build and maintain a Data Quality Assurance (DQA) report identifying user errors, activities, and required metrics.
- Provide DQA training to all users and ensure the Data Discrepancies Log is maintained.
- Ensure AEU-developed tools function according to requirements, reviewing data pipelines, managing user permissions, file storage, security, and automation workflows.
- Assist with monitoring and maintaining EHS Power BI dashboards and ensure system anomalies, defects, or performance issues are resolved promptly.
- Maintain Product Change Logs, tracking dashboard and checklist form versions.
- Assist the AEU Administrator and Deputy Director in project managing department and agency-wide projects.
- Liaise with the IT Project Management Office (PMO) on EHS projects and build/maintain the EHS Master project status dashboard.
- Perform special projects, ad-hoc analysis, and prepare relevant reports and presentations as assigned.
What We're Looking For
- For Assignment Level I: A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, or environmental science or in public health.
- For Assignment Level II and above: A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental, or social science and one year of full-time experience in a responsible supervisory, administrative, or research capacity in the appropriate field of specialization.
- For Assignment Level II and above: A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental, or social science and three years of responsible full-time research experience in the appropriate field of specialization.
- All candidates must have at least a master's degree in an appropriate field of specialization and at least two years of responsible full-time research experience.
