Humanity & Inclusion (HI) is hiring a Country Support Services Manager for its Sudan response program, based in Nairobi, Kenya. As part of the senior management team reporting to the Country Director, you will have overall strategic responsibility for the HR, Logistics, and Finance functions, ensuring process development and implementation in a complex humanitarian environment.
What You'll Do
- Improve skills of officers and managers in complying with and implementing HI policies, rules, and regulations.
- Support and train program and support teams in budget management, financial accountability, HR procedures, administrative management, and logistical procedures.
- Increase autonomy of HR, Finance, and Logistic managers in team management, decision making, and problem solving.
- Improve coordination and communication between the head office and field sites, and between support services and program teams.
- Contribute to the development of the Country Programme Strategy.
- Represent the organization in specific meetings, functions, and events as delegated by the Country Director.
- Actively support local partners and the opening of new operational bases.
- Supervise, control, and verify all financial aspects pertaining to the country program, including budget preparation, forecast, donor reporting, audits, and partner budget follow-ups.
- Support the development of budgets for new project proposals.
- Supervise financial reporting to headquarters and donors.
- Oversee accounting, financial transactions, and bank account operations.
- Ensure all staff are informed about finance deadlines, processes, and compliance.
- Supervise donors and government audits.
- Supervise, control, and verify all logistical practices to ensure compliance with HI, donor, and local regulations.
- Ensure Logistics processes are known and respected by all staff.
- Supervise logistics activity reports, databases, programs, and annual inventories.
- Ensure the establishment and implementation of supply plans.
- Supervise the management of mission equipment, stocks, vehicles, generators, premises, and transport.
- Coordinate the purchase process between logistic, administrative, and project teams.
- Supervise an internal control system for procurement files.
- Supervise the compliance of contracts with service requirements.
- Ensure logistics procedures are regularly updated as required.
- Develop a logistics strategy at the program level.
- Supervise, control, and verify all HR and administration practices per HI and local legislation.
- Supervise and follow up on the implementation of main HR regulation documents.
- Ensure the HR action plan is followed by the HR department.
- In collaboration with the Deputy Country Director and HR Manager, ensure legal aspects and contracts for employees.
- Supervise the administrative monitoring for expatriates.
- Ensure national and HI legal aspects are respected within the Programme.
- Review and validate MoUs, office, and service contracts before they are signed by the Country Director.
What We're Looking For
- Bachelor or Master degree in Human Resources management, Finance management, Economics, Logistics, or Management.
- 3 years of NGO experience in Finance, HR, and Logistics management, within a complex or large-scale country programme and in emergency response or humanitarian environments.
- High capacity for analysis and synthesis.
- Proven training and local capacity building experience.
- Able to project quickly in an emergency context, manage stress, and work under pressure.
- Able to handle conflicts.
- Strong interpersonal and intercultural skills.
- Good communication and negotiation skills in English.
Nice to Have
- Arabic language skills.
Team & Environment
You will be part of the senior management team based in Nairobi, reporting directly to the Country Director. The role operates within a complex humanitarian response for Sudan, requiring close coordination between support services and program teams.
