The Cost Estimator will support the development of parametric and detailed cost estimates for capital projects in the energy sector, focusing on substations and transmission systems. This role involves close collaboration with stakeholders, continuous improvement of estimating tools, and ensuring reliable cost data integration across project lifecycles.
Responsibilities
- Work with project sponsors and stakeholder groups to define and understand project scope.
- Apply a parametric estimating tool to produce estimates aligned with AACE estimate classification standards for substation and transmission projects based on conceptual design information.
- Use established estimating templates to create assembly-level cost estimates when projects reach 30-50% engineering design maturity.
- Identify enhancements to the parametric estimating tool to improve data usability for project scheduling and cost control processes.
- Update cost databases by analyzing actual project costs compared to initial estimates, ensuring ongoing accuracy of parametric models.
- Revise cost data within the parametric estimating system to support enterprise-wide estimating standards and collaborate with developers on system implementation.
- Coordinate estimation activities across teams to eliminate redundant work, clarify ownership, and prevent scope overlap.
- Train internal and contracted estimators on updated tools and contribute to creating standardized work instructions for consistent project scoping and estimation practices.
- Use estimating software to produce cost estimates and complete quality assurance and quality control reviews.
- Attend client and internal meetings as required, with flexibility in scheduling to meet project demands.
Requirements
- Minimum of five years of professional experience in preparing cost estimates for design and construction projects.
- Direct experience estimating construction work in energy utility sectors or in civil projects involving above- and below-grade infrastructure.
- Strong proficiency in Microsoft Office applications.
- Demonstrated knowledge of AACE Cost Engineering practices and the Total Cost Management (TCM) framework.
- Bachelor’s or Master’s degree in Electrical Engineering, Civil Engineering, or a related technical discipline.
Nice to Have
- Experience with enterprise estimating platforms such as Sage is advantageous.
- Familiarity with process improvement approaches including Lean and Six Sigma methods is beneficial.
