Centene is hiring a Contract Development Analyst III to join our team. In this role, you will be responsible for the creation of member contract documents, including Evidence of Coverage (EOC), for commercial products in high-risk states. You will independently perform regulatory and operational research, conduct risk assessments, and monitor pending legislation to update these critical documents and recommend business changes, all while helping transform community health.
What You'll Do
- Perform detailed language analysis of Ambetter/Commercial Evidence of Coverage (EOC) and other member materials to ensure quality control, compliance, and operational alignment.
- Draft and create alternative language for regulatory member materials, working closely with cross-functional teams including operational leadership, compliance, and legal.
- Conduct research to provide guidance on legal, contractual, and regulatory requirements for assigned states.
- Serve as a Subject Matter Expert on health insurance products, procedures, and regulations.
- Analyze pending legislation and regulations affecting commercial products and provide recommendations for changes to member contractual documents.
- Perform risk assessment of member contractual materials related to passed and proposed legislation in high-risk states.
- Assist in developing junior employees and maintain/update training materials, Policies and Procedures, and Work Plans.
- Understand regulations and business needs for multiple states and federal regulations pertaining to the commercial health insurance market.
- Create, draft, and revise filing documentation including Evidence of Coverage, regulatory checklists, Outlines of Coverage, Enrollment Applications, Notice of Coverage Changes, and Transparency Web Notices.
- Facilitate EOC review meetings with impacted departments to discuss recommended revisions and formulate solutions for high-risk states.
- Develop and present communications with alternative viewpoints, build persuasive arguments, and secure cooperation of others.
- Analyze and create appropriate responses to questions from regulators related to filing documentation.
- Perform analysis of benchmark plan information (EHB, State Mandates and Benefit Limits) and incorporate changes into contractual documents.
- Lead reviews of member-facing documentation drafted by other Departments for alignment of language and product intent, including redlining documents and maintaining version control.
- Understand multi-department processes and inter-relationships to lead projects and initiatives.
- May attend external and/or virtual conferences and seminars to evaluate industry trends.
What We're Looking For
- Bachelor's Degree in Business, Communications, Pre-Law or related field or equivalent experience.
- 3+ years regulatory experience including creation of regulatory documentation, policy analysis and product filings (CMS and/or State DOI).
- 3+ years experience in commercial health insurance or a highly regulated industry.
Nice to Have
- Master's Degree in a related field or Jurisprudence (JD).
- 3+ years experience drafting and auditing member contract documentation or related documents.
- Experience analyzing legislation and/or regulations and conveying findings.
- Understanding policy issues impacting the healthcare sector.
