North Carolina Department of Public Instruction (NCDPI) is hiring a Continuous Quality Improvement (CQI)/Performance Monitoring Improvement (PMI) Specialist

About the Role

The Department of Environmental Quality is hiring a Continuous Quality Improvement (CQI)/Performance Monitoring Improvement (PMI) Specialist to ensure the quality and compliance of county-level child support programs. You will join the Division of Social Services and be responsible for monitoring performance, analyzing data, and providing direct technical assistance and training to county programs.

What You'll Do

  • Monitor county and regional program performance data to identify deficiencies and ensure compliance with federal and state requirements.
  • Lead quality case reviews, county program evaluations, and other systemic assessments.
  • Assess quantitative and qualitative data, prepare dashboards and reports, and coordinate sampling with local agencies.
  • Oversee record reviews and ensure adherence to Continuous Quality Improvement (CQI) protocols.
  • Facilitate meetings with regional and county staff to address root causes of performance issues.
  • Offer policy guidance, interpret regulations, and support counties in implementing corrective actions.
  • Review agency operations for compliance, attend audits, and ensure required notices are completed.
  • Conduct IRS security inspections, report findings, and assist with corrective measures.
  • Partner with counties to redesign processes, implement improvement strategies, and monitor progress.
  • Deploy resources, supervise implementation of CQI plans, and replicate successful strategies across regions.

What We're Looking For

  • A Master's degree in a discipline relative to the program and four years of related experience OR a Bachelor’s degree in a discipline relative to the program area and six years of related experience OR an equivalent combination of education and experience.

Nice to Have

  • Demonstrated experience in compliance monitoring, program reviews, and resource management.
  • Experience with the North Carolina Child Support Program and use of the Automated Collection and Tracking System (ACTS).
  • Proven experience in leadership and organization.
  • Experience in analyzing and evaluating programs and the development and presentation of reports.
  • Demonstrated knowledge of federal regulations, state statutes, policies and procedures that govern child support services.
