About the Role

HF Sinclair Corporation is looking for a Capital Project Manager to join our team at the Anacortes, Washington refinery. You will manage a diverse portfolio of refinery capital projects, accountable for all project aspects from initial scope and estimate through design, construction, and commissioning, ensuring goals are met in a safe, timely, and profitable manner.

What You'll Do

  • Direct and manage a large portfolio of multidiscipline, complex, and high-value projects, responsible for all aspects of project performance including safety, cost, schedule, and quality.
  • Apply project management and engineering skills throughout the phase gate process.
  • Oversee engineering contractors, project deliverables, and field activities.
  • Develop project scopes, justifications, budgets, and funding requests for approval.
  • Create ROM (Rough Order of Magnitude) cost estimates for feasibility studies.
  • Perform economic analyses and contribute to ROI reports for capital upgrades.
  • Prepare and review project execution plans, technical specifications, contract documents, estimates, and required gate documentation.
  • Coordinate technical reviews to ensure compliance with HF Sinclair practices and industry standards like API, ASME, NFPA, ANSI, and OSHA.
  • Initiate and steward management of change reviews for assigned projects.
  • Specify and procure equipment, material, and services, supporting supplier selection.
  • Track schedule and costs, providing regular status reports and forecasts.
  • Assist other project managers with estimates, designs, construction packages, and quality assurance.
  • Support construction and commissioning efforts through field walks, RFI responses, and installation approvals.
  • Facilitate pre-start up safety reviews.
  • Provide start up assistance for new and existing refinery equipment.

What We're Looking For

  • A minimum of ten years of progressive work experience in project management.
  • A minimum of a Bachelor's Degree in an Engineering discipline, or an equivalent combination of education and experience.
  • Technical expertise in your area of specialty.
  • Advanced ability to stay current with new technology developments and apply knowledge analytically.
  • Strong knowledge of Microsoft products and commonly used project management and basic engineering concepts and software.
  • Familiarity with the standards and practices of the specific discipline.
  • Ability to effectively communicate with others, both written and verbal, with advanced reading, writing, and mathematical skills.
  • A valid state driver’s license and proof of insurance.

Nice to Have

  • Professional Engineer registration.
  • Refinery or petrochemical industry experience.
