McColm & Company, a mission-driven consulting firm, is seeking a freelance Technical Proposal Writer to design and develop compelling technical approaches for federal proposals. In this role, you will support the business development team by creating compliant, strategic, and persuasive narratives for opportunities in security, peacebuilding, diplomacy, economic growth, trade, conservation, climate, and energy.
What You'll Do
- Attend key bid preparation meetings to support the identification of win themes and the development of key messages.
- Leverage deep customer knowledge to support the design of responsive technical solutions.
- Contribute to workplan development in collaboration with bid managers.
- Write clear, compelling, and complete technical approaches that are compliant with bid requirements, including evaluation criteria.
- Work with a variety of specialists across the organization to incorporate their input, ensuring a unified ‘one voice’ technical solution.
- Attend or lead color team reviews.
- Identify appropriate content formats, such as infographics or diagrams, to strengthen bid readability.
- Write or support other proposal sections, including Management Approach and Past Performance, as required.
What We're Looking For
- Subject matter expertise in one of McColm & Company’s service areas: professional training and capacity building, advisory and technical consulting, or research and analysis.
- At least 5 years’ experience as a lead technical writer on winning bids for U.S. government clients, especially DOD, DOS, and DOI.
- Demonstrated capability to successfully design innovative, practical, and viable technical solutions for federal proposals.
- Excellent ability to work flexibly as part of a team in a fast-paced environment with tight and fluctuating deadlines.
- Work authorization in the United States is required.
- Active self-starter with strong writing, editing, communication, interpersonal, strategic thinking, and management skills.
- Demonstrated experience in proposal and new business development according to Shipley procedures.
- Ability to deliver high-quality work independently according to hard deadlines.

Team & Environment
