State of Michigan, Michigan Department of Health and Human Services (MDHHS) is hiring a Business Analyst

Position OverviewThe Business Analyst will play a key role in advancing critical IT initiatives for the Michigan Department of Corrections (MDOC), operating under the Department of Technology, Management and Budget (DTMB). This position requires strong analytical abilities, client collaboration skills, and a solid understanding of IT standards and project lifecycle management.

Key Responsibilities

  • Work directly with MDOC stakeholders to identify and document business and system requirements
  • Analyze data to support project decision-making and performance evaluation
  • Propose improvements to business processes and operational workflows
  • Lead consensus-building efforts among stakeholders on system functionality and project scope
  • Act as the primary liaison to represent client interests throughout project execution
  • Ensure all technical solutions comply with DTMB IT standards and policies
  • Take ownership of Request for Proposal (RFP) development, including scope definition and vendor requirements
  • Estimate project costs and resource needs
  • Develop detailed action plans and track progress against milestones
  • Conduct impact assessments for proposed changes
  • Design and oversee implementation of test strategies to validate system performance

Qualifications

Candidates must meet one of the following criteria:

  • A Bachelor’s degree with at least 21 semester credits in computer science, information systems, networking, systems analysis, programming, IT project management, mathematics, or a related field, plus two years of professional IT experience equivalent to an IT Infrastructure or Programmer/Analyst P11 role
  • An Associate’s degree with 16 semester credits in a relevant technical field and two years of experience as an application programmer, computer operator, or IT technician
  • Four years (8,320 hours) of experience as an Information Technology Student Assistant, which may fulfill the education requirement
  • High school diploma with four years of experience as an application programmer, computer operator, or IT technician
  • Alternatively, two years (4,160 hours) as an IT Student Assistant may substitute for education
