Bi-State Development (BSD) is hiring an Assistant Superintendent - Control Center Manager to lead the team responsible for the safe and efficient movement of MetroLink rail vehicles. In this supervisory role, you will oversee Light Rail Controllers, perform critical administrative functions, and act as the operational liaison during service events. You will report directly to the Superintendent of Light Rail Operations – Operations Control.
What You'll Do
- Supervise Light Rail Controllers in the Operations Control Center (OCC).
- Serve as the on-duty Lead Light Rail Controller per operational procedures and rules.
- Act as the OCC liaison to Security, Bus Operations, Customer Service, Communications, LRV Maintenance, and Maintenance of Way during service disruptions.
- Provide administrative support to Controllers, allowing them to focus on safety-critical functions.
- Develop operating plans, controller guidelines, reports, service communications, and statistical analysis.
- Create weekly work assignments and maintain vacation schedules for Light Rail Controllers.
- Investigate and report on MetroLink incidents and accidents.
- Occasionally work as a Light Rail Controller to cover shift vacancies.
- Assist in the training of new and current Light Rail Controllers.
- Develop procedures and schedules for light rail vehicle operators and assist in implementing performance standards.
- Assist in preparing safety procedures and participate in emergency response.
- Control signals, switches, and train movement via SCADA within system interlockings.
- Monitor alarms from Remote Terminal Units, Substations, and Signal Houses.
- Monitor stations, platforms, elevators, emergency phones, and ticket machines, reporting defects and responding to alarms.
- Enforce agency safety procedures, policies, and rules for all personnel on the right-of-way.
- Provide troubleshooting support to train operators.
- Promptly report delays and take corrective actions to maintain schedules.
- Enter daily rail activities into various databases, logs, and management systems.
- Assist passengers and help ensure safe, efficient, and courteous rail service.
What We're Looking For
- Minimum of five (5) years as a light rail controller or in a similar position.
- Must be able to qualify as a MetroLink Light Rail Controller.
- Ability to manage multiple tasks simultaneously while directing train movement.
- Ability to evaluate employee work, develop procedures and schedules, and instruct on operations and safety.
- Must demonstrate ability to navigate train movement in a SCADA environment.
- Ability to communicate effectively, both orally and in writing, while working under pressure.
- Proficiency in Microsoft Word, Excel, and a working understanding of Access, plus general typing skills.
Nice to Have
- A Bachelor’s Degree is highly desirable.
- Preferred fields of study: Business or Transportation.
- Experience in Rail Transit and Supervisory roles.
