The Oregon Health Authority, on behalf of the Oregon Bureau of Labor and Industries (BOLI), is hiring an Administrative Rules Coordinator (Operations & Policy Analyst 3). In this role, you will coordinate and administer the agency's administrative rules process, serving as a crucial resource on filing requirements and statutes. You will support key initiatives and act as a subject matter expert on policy impacting the agency and the public.
What You'll Do
- Lead all aspects of the administrative rules process, including engaging with program and policy staff across the agency.
- Draft and edit proposed rules and related legislation.
- Serve as a resource to department staff on technical functions surrounding administrative rule filing requirements and statutes.
- Coordinate efficient flow of documents, information, and delivery of services.
- Support initiatives in coordination with the Commissioner’s Office, Communications Director, and Legislative Director.
- Serve as a subject matter expert on a defined portfolio of policy needs impacting BOLI and the statewide public.
What We're Looking For
- A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND four years professional-level evaluative, analytical and planning work.
- OR any combination of experience and education equivalent to seven years professional-level evaluative, analytical and planning work.
Nice to Have
- An understanding of the legislative and regulatory processes, including the Administrative Procedures Act.
- Experience working with laws and rules, including analyzing, summarizing or implementing legislation, drafting administrative rules or managing the rulemaking process.
- Significant project management experience with projects that have detailed requirements and deadlines.
- Strong oral and written communication skills.
- Skill in complex problem solving; the ability to assess complex problems, identify relevant sources of information, evaluate options and implement solutions.
- Ability to foster inter-and intra-agency collaboration and to engage productively with external stakeholders.

This position is situated within the Commissioner’s Office.

- Compensation: $6,667 - $9,830 per month (non-PERS eligible rate). PERS eligible rate increases by 6.95%.
