Oregon Department of Human Services is hiring a VR Contracts Coordinator (Program Analyst 1)

About the Role

The Oregon Department of Human Services is looking for a VR Contracts Coordinator (Program Analyst 1) to ensure contractor and vendor compliance for the Vocational Rehabilitation program. This role is central to maintaining the integrity and quality of external service providers.

What You'll Do

  • Oversee contractor and vendor compliance, ensuring required background checks, insurance, and training are current.
  • Manage the ORCA vendor module by entering new vendors and contractors into the system.
  • Verify business registration with the Oregon Secretary of State and confirm no financial holds exist before adding entities to the VR database.
  • As a Qualified Entity Designee (QED), use the ORCHARDS background check system to input and monitor checks for vendors and contractors.
  • Monitor contract Not to Exceed (NTE) amounts quarterly and assist with amendments when NTE amounts approach 20%.
  • Contribute to the annual monitoring of contracts, supporting VR’s quality assurance processes.

What We're Looking For

  • A bachelor's degree in business or public administration, behavioral or social sciences, or a related field.
  • OR any combination of experience or education equivalent to three years of technical-level experience.
  • Experience coordinating compliance-related activities, such as verifying documentation and tracking credentials (e.g., background checks, insurance, training).
  • Experience managing and maintaining accurate records or databases, including entering and verifying information and cross-checking with external sources.
  • Experience monitoring project or contract-related metrics, like budget thresholds, and supporting adjustments or amendments.
  • Experience working collaboratively across teams or departments to support quality assurance processes.
  • Must have a valid driver's license and acceptable driving record, or be able to provide an alternate method of transportation.
  • Must understand basic legal issues related to contracting and vendor services.
  • Must use critical thinking to refer to management when appropriate.
