Rockefeller Philanthropy Advisors is seeking a Technical Program Liaison & Analyst to provide critical support for a mission-focused Department of Defense program dedicated to national drug demand reduction. This fully remote position offers a unique opportunity to apply your expertise directly to high-impact national defense initiatives.
What You'll Do
- Conduct data analysis and track key operating metrics related to drug testing and reduction initiatives.
- Analyze expenditures to ensure cost-effective spending across functions including specimen collection, testing, and contracts.
- Develop and implement methods to collect and retain drug-use trend data within military populations.
- Use data insights to inform policy recommendations and program decisions.
- Assist in technical, administrative, and operational inquiries for the drug demand reduction office.
- Participate in military drug testing lab inspections and serve as a technical advisor to senior leaders.
- Contribute to the creation, review, and revision of official DoD instructions and directives.
- Attend high-level technical and programmatic meetings with DoD and other federal agencies.
- Draft memoranda, briefing materials, and reports for internal and external stakeholders.
- Serve as a liaison with DoD contracting offices and support contract documentation.
- Prepare materials for Congressional and DoD-level meetings regarding budget, staffing, and program performance.
- Support the preparation of two major annual statistical reports on drug testing and abuse trends in the DoD.
- Maintain technical expertise in forensic toxicology, analytical chemistry, and related fields.
What We're Looking For
- Master’s degree in physical or biological sciences applicable to forensic toxicology.
- At least 8 years of experience in clinical or forensic lab operations and management.
- Strong understanding of analytical instrumentation used in forensic toxicology.
- Familiarity with the legal and procedural aspects of drug testing programs.
- Knowledge of Office of Secretary of Defense (OSD) correspondence protocols.
- Proficiency in Microsoft Office tools including Excel, Word, and PowerPoint.
- Excellent English communication skills (written and verbal).
- Strong interpersonal, management, and conflict resolution capabilities.
Nice to Have
- Experience in federal contract management and documentation preparation.
- Background in federal contracting or program management.
