Lead Stakeholder Manager – Utilities (Infrastructure) responsible for managing end-to-end coordination with regulatory authorities, utility providers, and project teams across large-scale developments in Dubai and the UAE. This role ensures seamless acquisition of NOCs and utility clearances by serving as the central point of contact for all approval-related activities.
Key Responsibilities
- Serve as the primary liaison for wet and dry utility coordination with entities including RTA, DEWA, Dubai Municipality, Etisalat, du, DUSUP, SRTA, SEWA, FEWA, RAKWA, RAK Municipality, MOEI, and others.
- Develop and maintain a structured stakeholder engagement strategy with clear communication protocols and escalation paths.
- Track and manage NOC submissions, identifying risks, delays, or compliance gaps, and driving timely resolutions.
- Monitor technical submittals, drawings, and documentation to ensure alignment with authority requirements and project timelines.
- Coordinate with internal project teams, external consultants, and contractors to gather technical data and support approval workflows.
- Prepare regular progress reports on NOC status, stakeholder interactions, and potential schedule impacts.
- Participate in design and coordination meetings to provide input on utility compliance and regulatory alignment.
- Stay current with evolving regulatory standards and approval procedures across all relevant jurisdictions.
- Support project delivery by proactively addressing bottlenecks in the approval process and ensuring adherence to milestones.
Qualifications
- Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline.
- Minimum 10 years of experience in stakeholder coordination or NOC management within the UAE, with a focus on infrastructure and utility projects.
- Proven track record working with Dubai and UAE regulatory bodies, particularly DEWA, RTA, and Dubai Municipality.
- Strong understanding of wet and dry utility systems, engineering workflows, and construction approval frameworks.
- Excellent communication skills in English, both written and verbal.
- Proficiency in CAD and standard engineering software used in construction and infrastructure projects.
- Ability to manage multiple stakeholders, resolve conflicts, and maintain accurate documentation under tight deadlines.
- Valid UAE driving license and access to a personal vehicle required due to frequent site and office visits.
- Highly organized with strong attention to detail and accountability.
Preferred Skills
- Proficiency in Arabic is an advantage.
