About the Role

L.A. Care Health Plan is hiring a Senior Technical Product Manager to serve as a strategic bridge between business stakeholders and IT teams. You will own one or more primary domains, translating complex business needs into clear problem statements and technically ready requirements to ensure solutions deliver measurable improvements in business outcomes and enterprise value.

What You'll Do

  • Lead business stakeholders in defining product vision, solution intent, scope, value hypothesis, and roadmap aligned with enterprise strategy.
  • Drive the translation of complex business needs into clear problem statements and outcomes that inform technically ready requirements.
  • Partner with internal teams to ensure business requirements align with enterprise reference architecture and governance standards.
  • Collaborate with key stakeholders to prioritize the product backlog and participate in sprint planning and review sessions.
  • Manage the delivery of quality and member-focused digital solutions, ensuring business units understand the technology solution.
  • Monitor product performance, identify improvement opportunities, and drive continuous enhancement for measurable value realization.
  • Ensure alignment with CMS, DHCS, HIPAA, and other payer regulatory requirements.
  • Lead facilitated cross-functional workshops to identify key problems and define solution approaches.
  • Apply subject matter expertise to evaluate business operations and processes for technical improvement areas.
  • Provide mentorship, contribute specialized knowledge, and recommend process improvements.

What We're Looking For

  • Bachelor's Degree in Computer Science or Related Field (or equivalent education/experience).
  • At least 10 years of experience in a health plan, payer organization and/or health system, ideally as a Technical Product Manager or similar role.
  • Experience in at least one of the following healthcare domains: Customer Engagement/Front Office Operations, Health Services Delivery and Quality Oversight, Provider Network Operations/Data, or Finance/Claims/HR/Compliance Enablement.
  • Proven experience translating complex business needs into clear problem statements for technically ready requirements.
  • Experience delivering enterprise digital solutions that improve member and provider experience, operational efficiency, and maintain regulatory compliance.
  • Experience with agile product management frameworks, backlog prioritization, sprint planning and related tools.
  • Experience collaborating with cross-functional business and IT teams to drive enterprise solution delivery.
  • Experience facilitating interdepartmental workshops to define product strategies and guide IT and business partners.
  • Experience presenting key initiatives, product strategies, and roadmap updates to senior leadership.
  • Advanced understanding of SDLC and agile delivery processes.
  • Ability to translate complex business needs into clear problem statements and develop structured documentation.
  • Ability to develop product roadmaps and other visuals to share capability evolution with leadership.
  • Excellent communication, collaboration, and stakeholder management skills.
  • Expert in Jira, Confluence, or similar project management tools.
  • Advanced understanding of data models, system interfaces, APIs, and enterprise reference architecture.

Nice to Have

  • Master's Degree in Information Technology or Related Field.
  • Experience supporting operational or strategic initiatives across the Health Services Delivery and Quality Oversight domain in a payer organization.

  • Compensation Range: $207,808.00 (Min.) - $280,540.00 (Mid.) - $353,272.00 (Max.)
