Role Overview
A Senior Business Analyst will lead analytical efforts for a transportation services program within a federal health agency. The position ensures data integrity, financial oversight, and performance tracking across travel-related operations. This role plays a central part in transforming complex datasets into actionable insights that support program efficiency and compliance.
Key Responsibilities
- Manage and interpret large-scale datasets related to transportation activity, funding allocation, and client billing systems.
- Build and maintain sophisticated Excel models for forecasting, variance tracking, and travel pattern analysis.
- Produce regular budgetary and performance reports for executive review, ensuring clarity and accuracy.
- Support financial operations including billing validation, fund distribution, and reconciliation processes.
- Identify inefficiencies and cost drivers through data mining and financial trend evaluation.
- Track and report on key performance metrics to guide strategic decisions.
- Partner with program leads, vendors, IT teams, and agency stakeholders to define analytical needs and deliver tailored solutions.
- Create interactive dashboards and visual summaries to communicate findings effectively.
- Ensure all reporting meets federal, departmental, and internal compliance standards.
- Assist in audit preparation by compiling documentation and addressing findings.
- Propose and execute improvements in workflows and reporting automation using Excel-based tools.
Required Qualifications
- At least five years of experience in business or systems analysis, ideally in government or public service settings.
- Advanced Excel skills, including mastery of PivotTables, complex formulas, Power Query, Power BI integration, and VBA scripting.
- Solid understanding of budgeting, forecasting, cost modeling, and reporting frameworks.
- Proven track record in extracting, cleaning, and analyzing data from diverse sources.
- Experience identifying financial trends and operational patterns to inform planning and control.
- History of delivering recurring analytical reports to senior stakeholders.
- Strong analytical reasoning, precision, and problem-solving ability.
- Clear and effective communication skills, both written and verbal, with a focus on simplifying technical data.
- Capacity to work autonomously while managing multiple deadlines and priorities.
- Proven collaboration skills across technical and non-technical teams.
Preferred Qualifications
- Background in government travel programs or federal travel policy.
- Familiarity with federal financial and travel regulations.
- Experience using process documentation tools such as Visio.
- Ability to convert analytical results into practical business actions.
- Exposure to government travel or health-related systems.
- Working knowledge of public-sector data platforms and spreadsheet applications.
- Experience with data visualization platforms like Power BI or Tableau.
