SNV is hiring a Request for Expressions of Interest - Consultancy services to conduct the final evaluation of the Community Development Project Tra Vinh (CDP Tra Vinh)

About the Role

The consultant will lead the final evaluation of the Community Development Project in Tra Vinh, including designing the evaluation methodology, collecting and analyzing data, and producing a comprehensive report with findings and recommendations.

Responsibilities

  • Design a comprehensive evaluation framework tailored to the project's objectives
  • Develop data collection tools and protocols for qualitative and quantitative research
  • Conduct field visits to project implementation sites in Tra Vinh province
  • Interview key stakeholders including community members, local authorities, and project staff
  • Gather evidence on project outcomes and impacts across economic, social, and environmental dimensions
  • Assess the effectiveness of project strategies and implementation approaches
  • Evaluate the extent to which project goals and indicators were achieved
  • Analyze factors influencing success and challenges encountered during implementation
  • Review project documentation, progress reports, and monitoring data
  • Apply gender-sensitive and inclusive methodologies in data collection
  • Ensure alignment with donor requirements and evaluation standards
  • Validate findings through stakeholder feedback sessions
  • Identify lessons learned and best practices for future initiatives
  • Assess sustainability of project results and institutional capacity building
  • Examine replication and scaling potential of successful interventions
  • Document community perceptions of project benefits and changes
  • Evaluate contributions to local development planning processes

Project Background

The Community Development Project Tra Vinh aims to improve livelihoods and community resilience through inclusive local development approaches. It supports community-driven planning, strengthens local institutions, and promotes sustainable economic activities in targeted communes.

Evaluation Purpose

The final evaluation will assess overall performance, impact, and sustainability of the project. It will provide evidence for accountability, learning, and strategic decision-making at closure.

Executive summary off the assignment SNV seeks to engage a consultant to support SNV teams in further developing, validating, and putting into practice SNV’s Value Proposition (VP) and influencing priorities, with a particular focus on audiences, decision-making contexts, and practical application across the organisation. The focus of this assignment is on helping SNV clarify how its Value Proposition is used with different audiences, in different decision-making contexts, and in day-to-day engagement across the organisation.Building on recent internal work to articulate SNV’s Value Proposition and influencing priorities, this consultancy will support SNV in strengthening their practical use. The aim is to ensure that colleagues can apply them in a consistent yet flexible way across proposals, donor engagement, policy dialogue, communications, partnerships, and other external interactions.The consultant will work closely with SNV teams to support the development and refinement of a stakeholder analysis and engagement approach. This work will help SNV better understand how its influencing efforts interact with complex systems and decision-making environments, and where SNV can most effectively position itself.
