Responsibilities
- Examine and validate material test certificates and quality documentation provided by contractors and manufacturers.
- Observe third-party laboratory testing processes randomly, including slump tests, concrete cube preparation, and curing procedures.
- Oversee on-site practices such as material sampling, concrete placement, and curing to confirm adherence to project specifications.
- Analyze monthly test outcomes and report any non-conformances or unusual results.
- Inspect operations at Ready-Mix Concrete plants to ensure compliance with approved mix designs and quality benchmarks.
- Evaluate contractor-submitted progress reports and verify actual physical progress against scheduled targets.
- Track material usage, stock levels, and procurement requests to ensure accuracy and accountability.
- Review quantities and invoicing submitted by contractors, providing recommendations or objections with identified discrepancies noted.
- Monitor project budgets, contractor expenses, and actual spending, identifying deviations and suggesting corrective measures.
- Evaluate contractor claims, change orders, and disputes for factual accuracy and alignment with contract terms.
- Certify the value of completed works to support interim and final payment processing.
- Support the preparation of final cost summaries and resolution of pending financial issues.
- Carry out duties in accordance with the organization’s Quality Assurance System, including adherence to the Code of Ethics and Group policies.
Requirements
- Bachelor’s degree in Civil Engineering (B.E./B.Tech).
- Proven experience in infrastructure construction projects.
- Minimum of seven years of professional experience in the field.
- Comprehensive knowledge of road construction methods, materials, and specifications, including bituminous, concrete, and granular layers.
- Familiarity with Indian Standard (IS) codes, IRC guidelines, MoRTH specifications, and contractual documentation.
- Strong understanding of Quality Assurance and Quality Control (QA/QC) protocols in civil works.
- Skilled in cost estimation, quantity surveying, and invoice verification processes.
- Knowledge of laboratory and field testing procedures for construction materials.
- Understanding of construction budgeting, financial tracking, and cost control mechanisms.
- Analytical ability to interpret test data, cost reports, and variance analyses.
- High attention to detail in quality inspections, material verification, and billing certification.
- Effective communication skills for reporting and coordinating with contractors, consultants, and clients.
- Sound decision-making capabilities regarding material approval, payment certification, and dispute resolution.
- Proficient in MS Excel, AutoCAD, ERP or project management systems, and cost reporting software.
- Problem-solving aptitude to identify quality or financial irregularities and propose solutions.
- Demonstrates integrity and professionalism when reviewing invoices, claims, and contractual disputes.
- Ability to collaborate effectively with project teams, site engineers, and contractors.
