The QHSE Manager will develop, implement, and manage an integrated Quality, Health, Safety, and Environmental management system for an Oil & Gas project. This role ensures compliance with international standards, regulations, and client requirements, aiming to deliver a high-quality, incident-free work environment throughout the project lifecycle.
Responsibilities
- Develop and implement a comprehensive, integrated QHSE Management System compliant with ISO 9001, ISO 45001, and ISO 14001 standards specific to the oil and gas project lifecycle (e.g., FEED, EPC, Commissioning)
- Maintain, monitor, and continuously improve the QHSE system to drive zero incidents and enhanced quality performance
- Establish and report on key QHSE performance indicators (KPIs)
- Lead the development and execution of Safety Plans and Emergency Response Plans (ERPs)
- Conduct and oversee project-specific risk assessments (e.g., HAZID, HAZOP) and implement effective controls to mitigate hazards
- Ensure all personnel adhere to safe work practices, including Permit-to-Work (PTW), Lockout/Tagout (LOTO), and confined space entry procedures
- Manage the investigation of all incidents, accidents, and near-misses, identifying root causes and ensuring effective corrective and preventive actions are implemented
- Develop and manage the Project Quality Plan (PQP), Inspection and Test Plan (ITP), and other quality documentation
- Oversee the Vendor Qualification and Inspection process to ensure materials and equipment conform to specifications
- Manage the project non-conformance (NCR) and corrective action process
- Ensure all construction and commissioning activities adhere to the approved project specifications, codes, and standards
- Ensure compliance with the Environmental Management Plan (EMP) and local environmental regulations
Requirements
- Bachelor’s degree in Engineering, Safety Management, Environmental Science, or a related technical field
- Professional QHSE certifications such as NEBOSH Diploma/IGC, OSHA 30/500, ISO Lead Auditor (9001, 45001, 14001), or equivalent
- Minimum of 8-10 years of progressive experience in QHSE management
- At least 5 years of experience specifically within the Oil and Gas (Upstream or Downstream) sector on major capital projects
- In-depth knowledge of international standards and codes (e.g., API, ASME, ISO) and regulatory requirements relevant to large-scale oil and gas projects
