About the Role

Leads community-based protection and protection monitoring programs in Bangladesh, focusing on Rohingya refugees in Cox's Bazar. Manages program implementation, supervises staff, coordinates with partners, and ensures activities meet humanitarian standards. Ensures responsive, high-quality delivery of protection services across operational sites

Responsibilities

  • Oversees daily operations of community-based protection, case management, protection monitoring, and emergency response activities
  • Coordinates regular field visits, emergency assessments, and dissemination of critical information
  • Ensures all program activities are implemented to a high standard and remain responsive to community needs
  • Provides technical guidance to camp teams on establishing and managing community-based protection structures
  • Facilitates community group participation in protection discussions and supports development of community action plans to enhance resilience
  • Delivers programmatic and operational support for general protection case management in Ukhiya and Teknaf camps
  • Supports training delivery on protection, human rights, community-based approaches, and protection mainstreaming using IRC and partner-developed materials
  • Coordinates with Women’s Protection and Empowerment (WPE), Child Protection (CP), health teams, and safeguarding focal points to integrate protection, gender, inclusiveness, and safeguarding
  • Assesses potential risks associated with community-based protection activities, especially engagements with authorities and service providers
  • Ensures systematic collection of community feedback and inputs throughout program cycles
  • Conducts ongoing risk assessments and implements, reviews, and updates mitigation strategies as needed
  • Develops, updates, and refines systems and tools to maintain high-quality protection programming
  • Monitors collection and analysis of qualitative data on protection issues including safety, security, freedom of movement, documentation, and access to services
  • Provides quality oversight of MEAL Officer outputs in coordination with the Senior Protection Manager
  • Supports Senior Protection Officer and Protection Officer in identifying protection risks and needs at individual, household, and group levels
  • Initiates referrals to service providers and coordinates case management with protection monitors
  • Collaborates with the Signpost team (Editorial Manager and Information Moderators) to strengthen two-way communication and integrate it with protection monitoring
  • Leads the design of capacity-building programs for local NGOs on protection mainstreaming
  • Prepares training work plans, agendas, and logistical arrangements
  • Ensures use of IRC’s global technical resources, including the Protection Mainstreaming Monitoring and Evaluation System (ProMMS), in all training activities
  • Provides input for donor reports and ensures compliance with reporting requirements
  • Tracks and reports regularly on program deliverables and targets to the Protection Coordinator
  • Conducts regular field monitoring to support implementation across operational sites
  • Raises concerns to supervisors promptly and follows through on necessary adaptations
  • Ensures ethical and rigorous data collection and information management practices for analysis, planning, evaluation, and advocacy

Requirements

  • Minimum of five years of professional experience, with at least three years in protection programming
  • At least two years of experience in a managerial role
  • Strong knowledge of humanitarian protection principles and standards
  • Demonstrated experience in protection programming, community-based approaches, and protection monitoring
  • Experience in both quantitative and qualitative data analysis and producing analytical reports
  • Proven organizational, management, and reporting capabilities
  • Ability to understand and address gender dynamics in context
  • Capable of working effectively both independently and as part of a team
  • Strong communication skills

Additional Information

  • Work Location: IRC-Bangladesh, Ukhiya Office
  • Contract Length: 28th February 2027 (With high possibilities of extension)
  • Line Manager: Senior Protection Manager
  • Program focus includes community-based protection (CBP), protection monitoring (PM), case management, referrals, emergency assessments, and two-way communication integration
  • Program areas: Cox's Bazar, Khulna, Barisal, and Chittagong
  • Focus on Rohingya Refugees and Bangladeshi nationalities communities
  • Addressing climate change impacts by building resilience and promoting economic recovery, education, and protection
  • Coordination with WPE, CP, health teams and safeguarding focal points required
  • Use of IRC global technical resources including Protection Mainstreaming Monitoring and Evaluation System (ProMMS)
  • Probationary reviews are part of staff management process
  • Monthly timesheet submission required
  • Regular field monitoring across sites of operation expected
