About the Role
Oversees the full lifecycle of proposal development, from kickoff to submission, ensuring alignment with client requirements and company capabilities.
Responsibilities
- Lead end-to-end proposal development processes including planning, writing, and final assembly
- Coordinate with technical teams to gather and refine content for proposal sections
- Develop proposal outlines, compliance matrices, and work plans
- Manage multiple deadlines and ensure adherence to submission timelines
- Ensure all proposal components meet solicitation requirements and evaluation criteria
- Collaborate with pricing and contracts teams to integrate cost and legal elements
- Oversee editing, design, and formatting to maintain professional presentation
- Track progress using project management tools and update stakeholders regularly
- Conduct proposal reviews and risk assessments prior to submission
- Maintain proposal archives and reusable content repositories
- Train and mentor staff on proposal best practices and compliance standards
- Identify opportunities for process improvements in proposal development
- Support capture management activities during pre-proposal phases
- Draft executive summaries, introductions, and management approaches
- Ensure consistency in messaging and branding across proposal sections
- Liaise with subcontractors and partners for required inputs
- Prepare and lead proposal kickoff and color review meetings
- Monitor government procurement trends and agency-specific preferences
- Use customer insights to tailor proposal strategies and differentiators
- Maintain awareness of regulatory and compliance updates affecting submissions
- Ensure proper documentation and version control throughout the process
- Oversee final quality assurance checks before delivery
- Respond to last-minute changes or updates efficiently
- Support post-submission debriefs and lessons learned sessions
- Promote a culture of accountability and excellence in proposal development
