Responsibilities
- Program Execution: Deliver complex, high-profile technology programs on time, within budget, and aligned with mission requirements. Manage portfolios of $50M+.
- Stakeholder Management: Serve as a trusted advisor to internal and external stakeholders (including SVPs and government leadership). Build consensus and drive cross-functional alignment.
- Strategic Planning: Develop program plans, business cases, milestones, and basis of estimates (BOEs) from inception through delivery.
- Continuous Improvement: Design KPI dashboards and reporting metrics to drive executive decision-making. Document lessons learned and create internal/external guides to scale best practices.
- Lifecycle Support: Support government partners from initial opportunity identification through deployment, transition, and long-term program evolution.
Requirements
- 15+ years in technology program management, IT operations, infrastructure delivery, or government mission support.
- Proven track record of managing infrastructure modernization, platform automation, and operational efficiency in mission-critical environments.
- Experience operating in highly regulated/classified environments with a strong understanding of government security frameworks and accreditation processes.
- Demonstrated ability to build metrics, KPI dashboards, and reporting systems that drive executive decision-making.
- Experience managing portfolios of $50M+ in government technology programs.
- Understanding of Networking: TCP/IP, DNS, IPv4/IPv6.
- Understanding of Internet Security: DDoS mitigation, Firewalls, TLS, VPNs.
- Understanding of Zero-Trust & Cloud: ZTNA/SASE concepts, identity management, and major cloud providers (AWS, GCP, Azure).
- Understanding of Infrastructure & Ops: Basic administration of Windows, macOS, and Linux; exposure to infrastructure automation, scripting, or tooling.
- Understanding of Cyber Awareness: Understanding of threat activity, adversary tradecraft, and cyber operations concepts.
- Exceptional verbal, written, and receptive listening skills; confident presenting complex topics to diverse audiences.
- Self-directed problem solver with sound business judgment and a proven ability to influence without formal authority.
- Thrives in a high-paced, changing environment while juggling multiple competing priorities.
Nice to Have
- Advanced Networking: BGP routing, GRE, SD-WAN, MPLS, or Global Traffic Management.
- Web & App Technologies: HTTP reverse/forward proxies (WAF, CDN, Secure Web Gateway) and serverless application development.
- Security Frameworks: Data Loss Prevention (DLP) and familiarity with MITRE ATT&CK or similar exploitation frameworks.
- Compliance: Knowledge of regulatory frameworks like FedRAMP, GDPR, PCI DSS, or SOC-2.
- Technical Skills: Mobile platform administration (iOS/Android) or scripting experience (JavaScript, Python, Golang, BASH).
