Responsibilities
- Leads and manages all personnel and resources for NOC and on-site engineering teams across multiple locations.
- Maintains and updates on-call rosters and coordinates with temporary staff for emergency or surge support needs.
- Ensures annual continuity of operations and disaster recovery exercises are completed successfully.
- Collaborates with the Program Manager to plan, organize, and facilitate required customer meetings.
- Supports earned value management processes, data input, and integrated baseline review activities.
- Assists in reviewing and processing travel and procurement requests.
- Supervises procurement of supplies, materials, and equipment in compliance with U.S. government standards.
- Manages logistics operations including storage, movement, shipping, tracking, delivery, and setup of equipment to installation sites.
- Participates in pre-deployment coordination efforts.
- Directs all aspects of program and project execution, including work initiation, surveys, logistics, safety, quality, installation, and operations and maintenance; tracks progress against timelines, standards, and budgets.
- Contributes to, prepares, and reviews project deliverables and documentation to meet contractual milestones and service level agreements.
- Submits daily reports and other required documentation; identifies risks, reports issues, and implements approved mitigation strategies.
- Supports the creation of transition plans for project onboarding and offboarding.
- Analyzes performance outcomes and proposes strategic adjustments to enhance near-term project success and growth.
- Provides direct supervision and leadership to team members.
Requirements
- Bachelor’s degree required.
- Ten years of relevant experience with a BA/BS degree.
- High School diploma or associate degree with at least 12 years of experience as a Network Plant Engineer supporting ISP/OSP solutions on large, complex networks.
- Proficient in MS Office (Word, Excel, PowerPoint, Visio); working knowledge of MS Project and Earned Value Management; experience supporting Department of Defense projects, particularly in network modernization.
- Completion of a 30-hour OSHA Construction Safety course.

- Master’s degree in Business Administration.
