The Oregon Department of Human Services is hiring a Marketplace Business Process and Data Quality Manager to lead a critical unit overseeing workflow, policy, and data quality for the Oregon Health Insurance Marketplace. This role is central to the transition from a State-based Marketplace using the Federal Platform (SBM-FP) to a fully operational State-based Marketplace (SBM). You will synthesize data and best practices to inform policy, procedures, and technical assistance for health system collaborators.
What You'll Do
- Lead the Business Process and Data Quality unit.
- Oversee workflow, policy development, data quality, and program implementation for the Oregon Health Insurance Marketplace.
- Manage the implementation and improvement of Marketplace eligibility, enrollments, business policy, quality assurance, and appeals.
- Provide oversight of a contracted consumer assistance center.
- Synthesize data from analyses and best practices to inform policy, procedures, technical assistance, and other supports.
- Be accountable for all team deliverables.
- Coordinate across diverse programs and with interested parties including Medicaid, Medicare, Centers for Medicare and Medicaid Services (CMS), the Division of Financial Regulation, and advisory boards to ensure high-quality outcomes during the Marketplace transition.
What We're Looking For
- A Bachelor’s degree in a related field AND three years of related experience; OR six years of supervision, management, or progressively related experience.
Nice to Have
- Demonstrated expertise in health insurance, health insurance exchanges, and the eligibility and enrollment process, including Medicaid and related programs.
- Proven ability to communicate complex and technical information such as the Affordable Care Act and insurance regulations clearly in both oral and written form.
- Successful track record of facilitating discussions, engaging diverse audiences, and translating technical concepts into practical understanding.
- Extensive experience in management and leadership, including program development, strategic planning, and decision-making.
- Proven experience in leading and supporting teams, setting priorities, and delivering results under tight timelines.
- Accomplished in coordinating activities across groups or agencies with differing priorities to achieve common goals.
- Demonstrated ability to organize, delegate, and align work effectively while supporting technically skilled and independent staff.
- Proven capability in budget planning, policy interpretation, and presenting recommendations to leadership and the public.
