Deloitte Luxembourg is hiring a Manager for its EU Technical Assistance team. In this role, you will advise a range of European financial and non-financial institutions on complex global challenges and development strategies aligned with EU priorities. You will be a key player in business development, project delivery, and team coordination for significant EU-funded development initiatives.
What You'll Do
- Contribute to monitoring and qualifying EU procurement opportunities, shaping win themes and strategies for responses.
- Steer the identification and mobilisation of internal and external key experts, overseeing CV curation for tender specifications.
- Oversee the selection and consolidation of relevant project references to build strong proposal portfolios.
- Lead the preparation and review of technical and financial proposals, providing methodological input and validating budgets.
- Coordinate the preparation of administrative dossiers and confirm alignment with Deloitte procedures by liaising with internal services.
- Manage the delivery of complex technical assistance projects, providing direction to teams and supporting issue resolution.
- Take ownership of programme, project, and contract management, including client liaison, compliance, and oversight of financial performance.
- Supervise the mobilisation and coordination of experts and subcontractors, validating their deliverables.
What We're Looking For
- A Master’s degree in international relations, development, economics, law, public policy or a related field.
- Proven progressive experience (5–8+ years) in technical assistance and international cooperation projects, ideally funded by the European Bank of Investment or European Commission.
- Strong project and contract management skills, including planning, budgeting, risk management and quality control in complex, multi‑country assignments.
- Ability to lead and coordinate multidisciplinary, multicultural teams.
- Proven track record in business development, including drafting technical and methodological sections of proposals for EU tenders and framework contracts.
- Excellent written and oral communication skills, with the ability to prepare high‑quality reports, presentations and policy notes for diverse stakeholders.
- High degree of cultural sensitivity and diplomacy, with experience engaging stakeholders in politically sensitive environments.
- Proficiency in English is required.
Nice to Have
- Experience in consortium building and management, including identifying partners and coordinating joint proposal development.
- Understanding of EU internal priorities and external action policies, instruments and procedures (e.g., NDICI‑Global Europe, IPA, PRAG, EIB procurement).
- French language skills are an asset; additional languages are an advantage.
