The Green Climate Fund is looking for a Legal Consultant (International Administrative Law Specialist) to join its Office of the General Counsel (OGC). As a consultant, you will provide critical legal support on internal governance, human resources frameworks, and administrative law. This role offers a chance to contribute at a pivotal moment for global climate action.
What You'll Do
- Assist in developing the internal legal framework, including amendments to administrative instructions, policies, and procedures related to a new HR framework.
- Assist in developing the legal framework for informal dispute resolution and ethics and conduct issues.
- Undertake research into applicable international administrative law case law to address administrative and disciplinary cases.
- Draft responses to appeals filed in the internal justice system.
- Provide legal advice on the review, interpretation, and application of the GCF's regulatory framework, including HR policies and administrative issuances.
- Engage and coordinate with assigned lawyers and lead Secretariat departments.
- Advise relevant Secretariat departments on legal issues arising from consultant duties.
- Advise and update the General Counsel and/or Associate General Counsels on the status and clearance of legal documents and policies.
- Deliver draft responses, administrative instructions, policies, and procedures in a timely manner.
- Provide thorough, accurate, and timely legal review of documents and sound practical legal advice on institutional issues.
What We're Looking For
- Advanced university degree (Master’s degree or equivalent) in law; a first-level degree plus two additional years of qualifying experience may be accepted.
- Qualification to practice law in at least one jurisdiction.
- At least 13 years of relevant experience practicing public international law, particularly international administrative law, with a recognized law firm, international financial institution, organization, or foreign government.
- Experience advising on human resources regulations and rules in an international organization.
- Experience working and advising on employment relations, dispute resolution, litigation, administrative law, and contract law.
- Solid legal drafting skills for drafting responses to internal justice cases, regulations, rules, policies, and guidelines.
- Experience in, or working with, developing countries.
- Excellent written and oral communication skills in English.
Nice to Have
- Experience liaising with and advising senior members of staff; advising management is an advantage.
- Knowledge of another UN language is an advantage.
Team & Environment
You will work under the guidance of an Associate General Counsel and in close consultation with relevant senior counsels and counsel in the Office of the General Counsel (OGC).
