Responsibilities
- Support the creation and revision of internal legal policies, procedures, and administrative guidelines, including those related to the updated human resources framework
- Assist in establishing legal protocols for informal conflict resolution, ethics, and conduct management
- Conduct research on international administrative law precedents to inform decisions on disciplinary and administrative matters
- Prepare written responses to internal appeals submitted through the organization’s justice mechanism
- Deliver legal guidance on the interpretation and implementation of institutional regulations, including HR policies and administrative directives
- Perform additional duties as directed by senior legal leadership
- Coordinate with designated legal officers and key departments within the Secretariat
- Provide legal input to Secretariat units on issues emerging from consultant-related activities
- Inform senior legal leadership about the progress and approval status of legal documents, policies, and deliverables
- Ensure timely submission of draft appeal responses within the internal justice process
- Produce and deliver administrative policies, instructions, and regulatory materials on schedule
- Conduct comprehensive, precise, and timely legal reviews of official documents
- Provide prompt confirmation or clearance of legal documentation requiring approval
- Offer practical, legally sound advice on institutional legal matters and regulatory frameworks

- Individual consultancy agreements may last up to three years, with eligibility for extension up to two additional years
- Legal Consultants will operate remotely
- Remote consultants may work a maximum of 180 days per year
- The organization does not guarantee volume of work; service procurement depends on evolving needs and performance evaluations
- Nature of engagements may vary within this scope; specific details may be added via supplementary Terms of Reference
