Labor Mobility Partnerships (LaMP) is looking for a B-Care Project Officer Consultant to analyze labor mobility pathways for healthcare workers. In this role, you will conduct research on competency frameworks, training systems, and stakeholder coordination to design a potential mobility scheme.
What You'll Do
- Conduct secondary research on Health-Care Assistant (HCA) credential systems and workforce shortages in selected EU Member States: France, Greece, Ireland, and Malta.
- Build relationships with key stakeholders, including private sector and government actors in the selected EU Member States and third countries.
- Identify gaps between skill requirements in the EU and training supply, educational capacity, and cooperation mechanisms in selected third countries: Bangladesh, Egypt, Morocco, and Pakistan.
- Engage in and support workshops and missions with relevant stakeholders to advance coalition building around the testing of a common framework.
- Outline, produce, and copyedit different work products, including one-pagers, presentations, and project reports.
What We're Looking For
- Bachelor's degree in educational sciences, public policy, or a related discipline.
- 3+ years working in research, public policy, vocational training, or labor mobility.
- Strong experience developing relationships and partnerships with multi-sectoral audiences.
- Knowledge of competency frameworks and/or outcome-based learning.
- Extensive qualitative research skills.
- Strong communication and writing skills.
Nice to Have
- Experience in and/or knowledge of the long-term-care industry.
- Deep knowledge of EU immigration policy, with a focus on labor mobility.
- Good knowledge of French.

This is a remote consultant position with a global scope.
