The International Rescue Committee (IRC) is hiring an Independent Consultant Evaluator to lead the final evaluation of Sida's Humanitarian Framework Agreement V. This role assesses the framework's impact on humanitarian outcomes, operations, and partnerships over an 8-month period from February 2026 to September 2026.
What You'll Do
- Lead the research, drafting, validation, and finalization of all evaluation deliverables.
- Conduct a desk review of material across 29 Sida HFA-funded countries, including Strategic Action Plans (SAPs) and aggregated Annual Statistics data.
- Perform an in-depth review of materials for five deep-dive countries: Ethiopia, Myanmar, Nigeria, Venezuela, and Yemen.
- Collect primary data for the five deep-dive countries through virtual and in-person methods, including focus group discussions, key informant interviews, and surveys.
- Travel to Nigeria and Ethiopia for data collection (travel to Yemen is optional).
- Host validation sessions with each deep-dive country.
- Provide weekly updates to the IRC Global MEAL Practice Lead and evaluation committee.
- Deliver an inception report (with data collection tools), interim report, draft evaluation report and presentation, and final evaluation report and presentation (with raw datasets).
What We're Looking For
- Experience leading evaluations of humanitarian programs.
- Ability to conduct desk reviews and primary data collection across multiple countries.
- Experience with OECD DAC criteria (Sustainability, Relevance, Effectiveness, Efficiency, Impact, Coherence).
- Ability to travel to Nigeria and Ethiopia.
- Capacity to work 65 working days over the 8-month period.
Team & Environment
You will be managed by the IRC Global MEAL Practice Lead and work closely with an evaluation committee composed of IRC HQ, regional, and country representatives.
Work Mode
This is a global consulting role requiring work across multiple locations, including Ethiopia, Myanmar, Nigeria, Venezuela, and Yemen.
