The International Rescue Committee (IRC) seeks an HR Officer to join our team in Kabul. In this role, you will ensure the smooth operation of the employee lifecycle for national staff, upholding our commitment to integrity, service, equality, and accountability. You will report directly to the Field Coordinator and HR Coordinator.
What You'll Do
- Prepare, analyze, and post local vacancy announcements, including creating job descriptions and classifications.
- Manage the full recruitment cycle: screening applications, scheduling interviews, conducting background checks, and issuing offers.
- Arrange and conduct orientation for new hires on their roles and IRC policies.
- Maintain hard and digital personnel files, ensuring security, confidentiality, and audit compliance.
- Assist in payroll preparation for national staff and process final payments for terminated staff.
- Update the HRIS database and all HR tracking forms, including leave, timesheets, and probationary periods.
- Monitor compliance with the performance management system and issue confirmation letters post-appraisal.
- Provide advice to national staff on policy implementation and report any policy violations.
- Process Mahram payments per IRC guidelines.
- Promote and actively participate in initiatives for Gender Equality, Diversity, and Inclusion (GEDI).
- Foster ongoing learning, dialogue, and reflection to strengthen safeguarding and promote IRC values.
What We're Looking For
- A Bachelor's degree in BBA (specialized in HRM), Economics, or a relevant field.
- 2 to 3 years of relevant HR experience, preferably with international NGOs.
- Proven experience in Personnel Management.
- Excellent written and spoken skills in both English and Dari/Pashtu.
- Must have strong computer skills.
- Good organizational, diplomatic, and reporting skills.
- Ability to work effectively under pressure.
Nice to Have
- Excellent cross-cultural skills; prior experience working in a multi-cultural environment is a significant advantage.
