About the Role

Puget Sound Energy is hiring a FERC OATT Regulatory Compliance Consultant to join its Transmission Services and Contracts team. In this role, you will be instrumental in managing our Federal Energy Regulatory Commission (FERC) Open Access Transmission Tariff (OATT) Compliance Program, ensuring PSE meets all requirements for open access to its transmission system.

What You'll Do

  • Research and remain current on federal, state, and other statutes, regulations, and orders.
  • Plan, develop, and implement processes and controls to ensure compliance with PSE’s OATT and related regulatory requirements.
  • Track implementation of new federal regulations under PSE’s OATT.
  • Develop training programs to ensure employee knowledge of regulatory compliance issues and conduct training as needed.
  • Coordinate with personnel in other departments to meet cross-functional compliance standards and timelines.
  • Support business units in formal audits.
  • Interact with internal and external auditors to provide support, address audit concerns, and implement responsive solutions.
  • Perform investigations related to potential regulatory or compliance violations.
  • Provide input into federal and state rulemaking proceedings.
  • Work cooperatively across the organization to communicate pending regulatory proposals and align them with PSE’s objectives.
  • Develop complete and executable plans to meet FERC OATT compliance requirements.
  • Support assessments of the effectiveness of compliance controls.
  • Formulate sound control practices and processes for managing potential risks and exposures.
  • Maintain oversight of monitoring and tracking of employee-required compliance training.
  • Coordinate the preparation and submission of regulatory filings with FERC.
  • Provide support for the department’s customer-facing website.

What We're Looking For

  • A Bachelor's degree in engineering, public policy, business, accounting, finance, economics, or an applicable field and eight years of relevant experience; or an equivalent combination of education and experience.
  • Strong written and verbal communication skills.
  • Must be self-directed and willing to mentor peers and team members.
  • Thorough understanding of utility operations and regulations.
  • Thorough understanding of federal and state rules and regulations.
  • Proficiency in Microsoft Office Excel, Word, PowerPoint, and Access or other database applications.

Nice to Have

  • Thorough understanding of compliance regulations and processes specific to FERC transmission compliance and regulatory requirements.
  • Prior work experience at an electric utility in regulatory compliance, transmission, legal, operations, engineering, or applicable functions.
  • Experience performing internal compliance investigations, compliance assessments, mock audits, and gap analysis.
  • Experience developing and implementing compliance policies, procedures, and internal controls.
  • Exceptional written and verbal communication skills, including experience interfacing with regulators and senior company leadership.
  • An advanced degree (CPA, MBA, MPA, JD), PE, PMP, or experience in public policy.
