About the Role

The City of Boynton Beach is hiring a Division Director, Capital Improvement to provide leadership for its Capital Improvement Program (CIP). You will perform advanced professional and administrative work managing the planning, prioritization, budgeting, and delivery of major capital infrastructure projects, ensuring they align with the City's strategic priorities and long-term investment goals.

What You'll Do

  • Lead the planning, development, coordination, and implementation of the City's five-year Capital Improvement Program (CIP), including project prioritization, funding strategies, scheduling, and reporting.
  • Coordinate the development of the annual CIP budget in collaboration with Engineering, Utilities, Finance, and other City departments.
  • Collaborate with City departments to identify infrastructure needs, develop project scopes, and integrate capital investments with long-range planning initiatives.
  • Develop project scopes, work plans, implementation strategies, and resource allocations for capital infrastructure projects.
  • Manage procurement, selection, and oversight of professional engineering, architectural, and consulting services.
  • Prepare and manage Requests for Proposals (RFP), Requests for Qualifications (RFQ), scopes of work, change orders, and amendments to professional service agreements.
  • Oversee the preparation of engineering, architecture, and landscape architecture specifications and bid documents.
  • Coordinate internal and external reviews, permitting processes, and regulatory compliance for capital projects.
  • Direct and coordinate the work of engineers, consultants, contractors, inspectors, and project managers to ensure projects meet schedule, budget, quality, and safety expectations.
  • Develop project schedules, construction cost estimates, and monitor project budgets and expenditures.
  • Identify and pursue grant funding and alternative funding opportunities to support capital infrastructure projects.
  • Monitor and track project budgets, funding sources, schedules, and contract performance.
  • Review and approve consultant invoices, contractor pay applications, and change orders.
  • Develop and maintain CIP performance metrics, dashboards, and project reporting tools to track program progress and provide updates to City leadership.
  • Present capital program updates, project information, and recommendations to the City Commission, advisory boards, and executive leadership.
  • Assist in the development of CIP policies, procedures, and long-range infrastructure planning strategies consistent with the City's Comprehensive Plan.
  • Ensure compliance with City codes, standards, and specifications, as well as applicable federal and state environmental and regulatory requirements.
  • Read and interpret engineering plans, plats, surveys, site plans, grading plans, landscape plans, utility plans, and construction documents.
  • Ensure effective and efficient use of budgeted funds, personnel, materials, and time.
  • Identify opportunities for operational improvements within the division and department to improve efficiency and effectiveness of capital program delivery.
  • Provide leadership, mentorship, and technical guidance to project managers, engineers, inspectors, and other assigned staff.
  • Establish and maintain effective working relationships with City officials, employees, consultants, contractors, regulatory agencies, and the public.

What We're Looking For

  • A Bachelor's degree from an accredited college or university in civil engineering, environmental engineering, architecture, construction management, or a related engineering or infrastructure field.
  • Six (6) years of progressively responsible professional project management experience in the design, planning, and construction of infrastructure projects such as utilities, roadways, buildings, parks, or trails.
  • Experience managing multiple capital improvement projects simultaneously.
  • Possession of a valid State of Florida Class “E” Driver’s License.

Nice to Have

  • Possession of a valid Florida Professional Engineer (PE) license or ability to obtain within six (6) months of hire.
  • Project Management Professional (PMP) certification through the Project Management Institute (PMI).
  • Certified Construction Manager (CCM), Certified Public Infrastructure Manager (CPIM), or similar professional certification.
  • Experience managing municipal capital improvement programs or large capital infrastructure projects.
  • Experience working within a municipal government, public works department, or public utility organization.
  • Experience managing capital programs with annual budgets exceeding $25 million.

Technical Stack

  • Microsoft Office Suite including Word, Excel, PowerPoint, and Outlook.
  • Project management and capital program tracking software.
