Position Overview
Drive the strategic direction of satellite and spectrum regulatory affairs for a leading space enterprise. This role is responsible for developing and advancing global policy positions related to spectrum allocation, satellite operations, and space sustainability. The ideal candidate will serve as the primary liaison with key regulatory agencies and international forums, ensuring alignment between technical development and evolving regulatory landscapes.
Key Responsibilities
- Develop and refine global policy strategies on spectrum use, satellite communications, and orbital operations
- Represent the organization before U.S. and international regulatory entities, including the FCC, NTIA, FAA, ITU, and other relevant bodies
- Prepare and submit regulatory filings in coordination with legal and compliance teams under FCC and ITU procedures
- Partner with engineering and systems teams to integrate regulatory considerations into system design and mission planning
- Track and respond to emerging regulations through active participation in international forums such as WRC, CEPT, and CITEL
- Provide regular updates to senior executives on policy developments, compliance risks, and strategic opportunities
- Act as a recognized voice on spectrum policy, engaging publicly to advance responsible access and regulatory innovation
Qualifications
- Minimum of 10 years’ experience in satellite policy, regulatory affairs, or telecommunications law within the aerospace or satellite industry
- Established relationships with government agencies, international regulators, and industry organizations
- Thorough understanding of FCC and ITU regulatory frameworks and rulemaking processes
- Knowledge of orbital debris mitigation standards and space sustainability initiatives
- Proven experience presenting to executive leadership and governance bodies on regulatory strategy
- History of leading cross-functional initiatives and managing complex stakeholder environments
- Experience representing organizations at major international policy conferences, including WRC and UN COPUOS
- Willingness to travel up to 25% of the time
- Position is based in Washington, DC and requires on-site presence; remote arrangements are not available
- Applicant must meet U.S. export control requirements: U.S. citizen, national, lawful permanent resident, refugee, or asylee, or be eligible to obtain required authorizations
Preferred Background
- Leadership roles with satellite operators, launch providers, or regulatory advisory firms
- Advanced degree such as MBA, MSEE, JD, or equivalent in a technical or legal field
- Technical familiarity with RF systems, satellite architecture, or inter-satellite communication links
- Experience analyzing spectrum needs for commercial launch and lunar missions
- Understanding of national security space policy and compliance with ITAR and EAR regulations
- Demonstrated success in resolving multi-party regulatory challenges
- Experience supporting organizational growth and regulatory transformation
