Position OverviewThe Director of Compliance for the Division of Labor Services (DLS) plays a central role in upholding labor standards across New York City contracts. This position ensures compliance with Executive Order No. 50 and Local Law 67, focusing on equal employment opportunity, minority and women-owned business utilization, and workforce reporting requirements under the Industrial and Commercial Abatement Program (ICAP) and other city initiatives.
Key Responsibilities
- Finalize compliance determinations for ICAP, construction, and supply/services employment reports under Executive Order 50
- Oversee audits to verify adherence to EEO, sexual harassment prevention, FMLA, and collective bargaining agreement obligations
- Serve as primary liaison between DLS and the SBS Technology Team, supporting MS Dynamics CRM implementation, updates, testing, and troubleshooting
- Conduct regular meetings with city agencies and vendors to support compliance with labor standards
- Produce performance reports at program, project, and entity levels to track compliance outcomes
- Lead process improvements related to M/WBE utilization, field audits, and workforce data analysis
- Supervise staff, including performance evaluations, task assignments, and professional development planning
- Develop outreach materials and coordinate promotional efforts for DLS initiatives
- Facilitate training programs to strengthen team capabilities
- Manage special projects and support strategic priorities as needed
- Maintain communication with city agencies on vendor compliance status and reporting requirements
- Coordinate informational sessions and updates to align interagency practices
- Support vendors through accessible guidance and resources to meet compliance standards
- Act as a bridge between DLS and internal departments including legal, procurement, communications, technology, and intergovernmental affairs
- Collaborate with external entities such as OATH, the NYC Commission on Human Rights, and state or federal regulators on labor compliance issues
- Preserve strong working relationships with compliance and reporting teams across city government
Leadership & Oversight
This role includes direct supervision of the Chief Vendor Compliance Officer and provides strategic direction to ensure all qualifying entities comply with Executive Order 50 and Local Law 67. The Director enforces equal employment opportunity mandates and ensures participation in the city’s M/WBE program by ICAP developers and contractors.
Work Environment
This position operates in a hybrid model, allowing up to two days of remote work per week under the DC37 Remote Work Pilot Program. Employees may be required to report on-site when operational needs arise or as directed by management.

The role utilizes MS Dynamics CRM for compliance tracking, reporting, and system coordination, requiring engagement in change management, system updates, and technical issue resolution.
