Mercy Corps is seeking a consultant to develop a practical guideline for integrating safe programming into private sector partnerships within our Market Systems Development (MSD) programs in the East & Southern Africa region. You will assess current practices, facilitate consultations, and create a standardized reference document to strengthen our approach.
What You'll Do
- Assess current definitions, team and partner understanding, and safe programming practices in MSD partnerships.
- Conduct an internal and external literature review of existing safe programming guidance related to partnership management.
- Facilitate consultations with implementing partners to explore their integration of safe programming, including risk analysis.
- Develop and use data collection tools, including desk review checklists and Key Informant Interview (KII) guides.
- Conduct KIIs with regional, global, and country leadership and technical teams.
- Analyze collected data and draft comprehensive assessment reports.
- Facilitate a virtual sense-making validation workshop with relevant Mercy Corps units.
- Draft a comprehensive 'Regional Safe Programming in Partnership' guideline document.
- Outline clear guiding principles and a plan for socializing the framework across country offices.
- Obtain and consolidate technical and leadership feedback on the draft guideline.
- Develop presentation materials and co-lead the facilitation of a launching webinar for the final Guideline.
- Produce a concluding consultancy report summarizing the process, outcomes, and recommendations.
What We're Looking For
- An advanced degree in International Development, Social Sciences, Human Rights, Law, or a related field.
- Proven expertise and a minimum of 7-10 years of experience in Safe Programming, Safeguarding, Protection, CARM, and GESI in humanitarian and development contexts.
- Demonstrated experience in conducting similar assessments, evaluations, and developing strategic frameworks for international NGOs.
- Strong qualitative data collection and analysis skills, particularly in conducting KIIs and facilitating workshops.
- Excellent report writing, communication, and presentation skills.
- Fluency in English is required.

- A track record of working experience within the East & Southern Africa context and familiarity with Mercy Corps' operating model.
Team & Environment
The consultant will report to the Regional Gender Equality and Social Inclusion Advisor and work closely with the Core project team, including the Regional Safeguarding Advisor, Global senior protection advisor, Senior Global Advisor, Community Accountability, and Country teams.
