State of Colorado, Department of Revenue is hiring a Cost Recovery Analyst

Role Overview

This position is responsible for managing and advancing cost recovery initiatives within the Department of Revenue through expert financial analysis, auditing, and grant administration. Working remotely, the analyst ensures the department recovers allowable administrative costs tied to tax and fee collection by leveraging accounting principles, policy interpretation, and system-based financial management.

Key Responsibilities

  • Identify and maintain a comprehensive list of taxes and fees under statutory authority for cost recovery.
  • Conduct internal audits to trace administrative costs related to tax and fee operations.
  • Calculate and implement cost recovery rates and record complex financial entries in the CORE system.
  • Serve as the primary advisor on cost recovery matters, influencing departmental fiscal decisions.
  • Lead grant management activities, including application review, budget alignment, and reimbursement processing for Federal, State, and private grants.
  • Prepare the department’s contribution to the Schedule of Federal Assistance (SEFA) for the Annual Comprehensive Financial Report (ACFR).
  • Coordinate and manage interagency funding transfers, analyzing historical data to recommend optimal timing and structure.
  • Review accounts payable documentation, including travel reimbursements and disbursements to counties.
  • Resolve delinquent balances and ensure timely invoice processing.

Qualifications

Applicants must be residents of Colorado at the time of application. A minimum of eight years of professional experience in accounting, auditing, finance, or business management is required. Alternatively, a combination of relevant education (27 semester hours in accounting or auditing) and experience totaling eight years is acceptable. Current CPA licensure by the Colorado Board of Accountancy satisfies six years of the experience requirement.

Preferred Skills

  • Proven ability to analyze fiscal policies and recommend improvements.
  • Experience with governmental accounting standards (GASB) and GAAP.
  • Familiarity with Colorado’s budget process, fiscal rules, and legislative procedures.
  • Direct experience managing the full lifecycle of grants and ensuring compliance.
  • Proficiency in CORE or similar ERP systems, particularly in journal entries, budget entries, and chart of accounts.
  • Background in preparing high-level financial reports and conducting internal audits for cost allocation.
  • Ability to assess proposed legislation for cost recovery implications and draft statutory language.
  • Strong communication skills, both written and verbal, with a focus on accuracy and clarity.
  • Experience developing financial policies and identifying operational risks.
