The State of Colorado’s Department of Revenue is seeking a Cost Recovery Analyst (Accountant III) for a critical, strategic role. You will bridge accounting theory and legislative action to secure resources by recovering administrative costs from tax and fee revenue, directly influencing management decisions. This is a high-impact, remote position.
What You'll Do
- Maintain and expand an inventory of taxes and fees where DOR has statutory authority to retain revenue for administrative costs.
- Perform internal audits to identify costs associated with the administration, collection, distribution, and/or enforcement of taxes and fees collected by DOR.
- Develop cost recovery rates and execute complex journal entries in the CORE financial system.
- Serve as the cost recovery staff authority, directly influencing DOR management decisions as it relates to cost recovery efforts.
- Act as the primary point of contact and subject matter expert for all Federal, State, and private grants.
- Manage the full grant lifecycle, including application review, budget adoption, and reimbursement requests.
- Prepare the department’s portion of the annual Schedule of Federal Assistance (SEFA) for the State’s Annual Comprehensive Financial Report (ACFR).
- Maintain, coordinate, and execute an inventory of all interagency funding transfers from other State agencies.
- Analyze historical cost allocations to recommend transfer frequencies (monthly, quarterly, or annual) to leadership.
- Oversee accounts payable documents, including employee travel reimbursements and county recording fee disbursements.
- Investigate past-due balances and ensure all invoices are processed.
What We're Looking For
- Eight (8) years of relevant experience.
- Residency in the State of Colorado at the time of application submission.
