Oregon Department of Human Services is hiring a Chief Procurement Officer (Business Operations Manager 2)

About the Role

The Oregon Health Authority seeks a Chief Procurement Officer (Business Operations Manager 2) to provide leadership and strategic direction for the agency’s comprehensive procurement program. You will develop vision, policy, and procedures while ensuring compliance and fostering a culture of continuous improvement to support the agency’s mission.

What You'll Do

  • Lead the Agency's procurement program by creating vision, strategic plans, policies, and Agency specific procurement rules and procedures.
  • Review and research federal and state laws, rules, and regulations affecting the Agency's procurement practices and propose changes.
  • Track legislation relating to procurement policies.
  • Oversee all procurement transactions as the Agency’s Chief Procurement Officer, from creation to contract close out, ensuring appropriate procurement strategies are used to reduce risk.
  • Assist management and project teams in the development of procurement documents.
  • Oversee efforts for standards and quality control, including maintaining updated procedures, templates, and forms.
  • Execute procurement-related actions required by law, such as approving exceptions, resolving protests, and preparing reports.
  • Develop, recommend, and implement policy to ensure sound procurement operation and accountability.
  • Establish and review business process and practice to ensure internal controls are sound, in place, and utilized.
  • Interpret and apply federal and state laws and regulations, and Agency rules, policies, and procedures for procurement process.
  • Monitor procurement performance metrics and lead continuous improvement efforts.
  • Provide training on purchasing, contracting, and contract administration to staff.
  • Monitor and report performance statistics, notifications of contract retainages, balances, amendments, and expirations.
  • Lead contract dispute resolution between the Agency, vendors, and consultants.
  • Serve as a liaison with Attorney General and Department of Administrative Services (DAS), when necessary.
  • Review, advise, and approve all sole source, special procurement, and emergency procurement requests.
  • Participate in, and occasionally lead, statewide projects designed to modernize, streamline, and improve procurement functions.
  • Direct and administer the procurement unit to ensure compliance with procurements rules and laws.
  • Manage the daily operations of the Procurement staff including interviewing, selecting, training, developing, coaching, planning, assigning, prioritizing, reviewing work, monitoring performance, and initiating disciplinary action.
  • Assist the Business Services Division Director with strategic planning (short and long-term goals) for the Business Services Division.

What We're Looking For

  • Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor’s degree in a related field.
  • At least two years experience must include direct supervision and management over staff with authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, discipline, direct, adjust grievances, or effectively recommend such actions.

Nice to Have

  • Work experience with the State of Oregon.
  • Bachelor’s Degree or higher in Public Administration, Business Administration, or Law.
  • Currently hold a professional procurement certification (e.g. CPPB, CPPO, OPBC).
  • Knowledge of Oregon’s Public Procurement Statutes and Rules.
  • Experience conducting/advising on procurement transactions exceeding $150,000.

Team & Environment

You will lead the Procurement unit and report directly to the Business Services Division Director.

  • Compensation: $7,732 - $12,555 per month Non-PERS; $8,194 - $13,307 per month PERS.
