Keolis Commuter Services is seeking a Business Analyst to join the RAO (Réponse aux Appels d'Offres) department within its KIDF branch. In this role, you will be responsible for the modeling and costing of tender offers, analyzing financial risks, producing key deliverables, and collaborating closely with project teams throughout the tender process.
What You'll Do
- Model and cost (costs and revenues) for various offers across one or multiple tender projects.
- Analyze the financial risks associated with costings.
- Produce required deliverables, including financial memos and annexes.
- Collaborate with the project team on financial subjects under the direction of the RAO Finance Manager.
- Actively participate in key governance stages such as COPIL and COSTRA.
- Identify main project issues, including financial, strategic, and risk analysis (project, legal, tax).
- Analyze the DCE (Dossier de Consultation des Entreprises).
- Challenge assumptions from project team members, particularly those impacting payroll.
- Integrate cost and revenue results into the Organizing Authority's tool.
- Participate in formal project presentations to KIDF governance bodies.
- Write financial memos and evolution notes following defined processes.
- Produce financial annexes in accordance with the DCE.
- Contribute to the continuous improvement of scoping assumptions and RAO financial processes.
- Review business plans in liaison with the KIDF Finance Department.
- Participate in transposing RAO costings for won DSPs (Délégation de Service Public) into the subsidiary budget.
- Formalize feedback after each RAO process.
What We're Looking For
- A Bac+5 level higher education (e.g., business school with a finance or management profile).
- At least 2 years of experience as a management controller, financial analyst, or auditor.
- Experience ideally acquired within a public service delegation group (water, sanitation, public transport).
- Familiarity with tender response processes.
- Strong rigor in data analysis, proactive attitude, and ability to work autonomously.
- Ability to work collaboratively in a team and adapt to different project phases.
- Capacity to handle activity peaks linked to deadlines.
- Excellent command of Excel, including the use of pivot tables.
Nice to Have
- Knowledge of Power BI would be a plus.
