The Oregon Youth Authority is hiring a Budget and Fiscal Manager 2 to manage the Agency’s Budget section. You will develop program goals, lead technical staff, and ensure the timeliness and accuracy of budget information transmitted to state and federal agencies. You will also resolve complex technical problems and assist in developing statewide rules and procedures.
What You'll Do
- Manage the Agency’s Budget section, including developing program goals and objectives and monitoring progress.
- Identify, prioritize, and schedule work; hire, manage, lead, and coach technical staff.
- Resolve difficult technical or administrative problems.
- Assist in the development of statewide rules, procedures, and guidelines for travel and budget.
- Track and ensure timeliness and responsiveness to the public and regulated community.
- Provide direction and guidance.
- Ensure timeliness and accuracy of budget information transmitted to the Department of Administrative Services (DAS), the Legislative Fiscal Office, the Governor’s Office, and the Environmental Protection Agency.
- Develop proficiency in and model supervisory competencies: Proactive communication, Innovation, Intentional Engagement, Mentoring & Developing Others, Stewardship, and Business Acumen.
- Coach, mentor, and motivate staff; meet regularly with staff to provide leadership, guidance, and feedback.
- Set clear work objectives, goals, and expectations for staff; evaluate performance and address performance in a timely manner.
- Build team cohesion; encourage collaboration and ensure staff are cross-trained.
What We're Looking For
- 6 years of supervision, management, or progressively related experience.
- OR 3 years of related experience and a Bachelor’s degree.

- Experience managing budget sections and staff.
- Experience developing budgets, and budget reporting and management systems for an entity with multiple business or program lines.

You will lead the Budget section team, which is part of the Financial Services section within the Central Services Division (CSD), reporting to the Hiring Manager.
