UNICEF is hiring a Technical Report Writer consultant to produce a technically rigorous analytical report synthesizing findings, methodology, policy implications, and strategic recommendations for strengthening Primary Health Care (PHC) and Community Health Worker (CHW) systems in Afghanistan.
What You'll Do
- Review cleaned and verified datasets related to CHWs and health posts.
- Conduct advanced statistical and spatial analysis as needed.
- Analyze population-to-CHW ratios, geographic inequities, gender distribution of CHWs, service availability, functionality status, and alignment with BPHS standards.
- Identify priority gaps and bottlenecks using a health systems framework.
- Develop a structured analytical report including executive summary, background, methodology, key findings, gap analysis, implications for PHC reform, financing considerations, and strategic recommendations.
- Integrate tables, maps, and graphics with clear technical interpretation into the report.
- Ensure report consistency with significant terminology and policy frameworks.
- Conduct remote consultations with UNICEF Health team, MOPH technical departments, and relevant partners.
- Present draft findings to UNICEF and other relevant stakeholders.
- Revise report based on technical feedback.
- Finalize report and create an executive PPT and policy brief.
- Present final report to stakeholders.
What We're Looking For
- Advanced degree in Public Health, Epidemiology, Health Systems, or a related field.
- Minimum 5 years of experience in health systems analysis.
- Minimum 5 years of experience in community health systems strengthening.
- Minimum 5 years of experience in large-scale health mapping or assessments.
- Minimum 5 years of experience in technical report writing for governments or donors.
- Strong analytical skills (quantitative and qualitative).
- Demonstrated ability to produce high-quality, policy-oriented technical reports.
- Excellent written and verbal communication skills to produce reports, draft policy briefs, and facilitate stakeholder presentations.
- Fluency in English.
Nice to Have
- Proven experience in fragile and conflict-affected settings.
- Afghanistan experience is an asset.
Team & Environment
You will work under the supervision of the Health Manager and in technical engagement with MOPH and UNICEF technical teams.
Work Mode
This role will be performed locally within Afghanistan.
