TechFlow, Inc., a 100% employee-owned company, seeks a Product Owner Proxy / ScrumMaster to lead Agile development efforts for a key federal customer. In this role, you will modernize mission-critical technology systems by facilitating stakeholder collaboration, refining requirements, and guiding the team through sprint cycles to deliver impactful, data-driven solutions.
What You'll Do
- Serve as the Product Owner Proxy, ensuring product vision, priorities, and requirements are clearly communicated to the Agile development team.
- Lead Agile ceremonies including sprint planning, daily stand-ups, sprint reviews, and retrospectives to maintain consistent team momentum.
- Collaborate with the customer and stakeholders to refine, prioritize, and manage the product backlog based on mission needs and business value.
- Translate strategic goals and policy requirements into actionable user stories and acceptance criteria.
- Coordinate with the customer’s product owner to define roadmap priorities, release planning, and feature sequencing.
- Facilitate engagement with the government-wide community of Folio member agencies to gather feedback and communicate enhancements.
- Ensure continuous delivery of high-quality software aligned with OMB A-11 capital planning and federal IT portfolio management requirements.
- Identify and mitigate delivery risks, dependencies, and impediments impacting sprint progress or product quality.
- Support user acceptance testing, release management, and documentation to maintain transparency for deployment.
- Prepare and present status updates, sprint metrics, and performance dashboards to leadership and the customer.
What We're Looking For
- Bachelor’s degree in Information Technology, Computer Science, Business, or a related field.
- 7+ years of experience supporting Agile software development projects.
- At least 3 years in a ScrumMaster or Product Owner role.
- Strong understanding of Agile principles, frameworks (Scrum, Kanban, SAFe), and backlog management best practices.
- Proven ability to translate complex policy or business requirements into technical user stories.
- Experience collaborating with federal stakeholders and managing cross-agency engagement for enterprise IT systems.
- Familiarity with OMB A-11, CPIC, FITARA, or related federal IT portfolio management and reporting processes.
- Excellent communication, facilitation, and stakeholder management skills for diverse federal and contractor teams.
- Certified ScrumMaster (CSM), SAFe Scrum Master (SSM), or Product Owner (CSPO/PSPO) certification.
- U.S. Citizenship and ability to obtain or maintain a Public Trust clearance.

Work Mode
