The MEL ICT4D Specialist plays a central role in advancing data-informed programming by integrating digital technologies with monitoring, evaluation, and learning frameworks across humanitarian initiatives in Haiti. This position leads the strategic design and implementation of secure, scalable digital systems that enhance real-time data collection, analysis, and reporting across sectors including nutrition, WASH, and resilience.
Key Responsibilities
Lead the deployment of digital data ecosystems, including mobile-based platforms such as CommCare and ODK-based tools, to streamline field data collection and improve data quality. Design and manage cloud-based data architectures using Microsoft Azure, ensuring secure storage, access controls, and compliance with data protection standards. Develop interactive Power BI dashboards to support timely decision-making and automated reporting.
Strengthen accountability by implementing digital feedback mechanisms such as CARM systems, and ensure inclusion of vulnerable groups through gender- and age-disaggregated data practices. Conduct data quality assessments through audits, spot checks, and triangulation, particularly during emergency responses. Support program teams in utilizing data for adaptive management by designing learning dashboards and facilitating reflection sessions.
Build technical capacity across staff and partners in digital data tools, data literacy, and ethical research methods. Mentor teams in statistical interpretation, data storytelling, and the use of automation tools. Contribute to proposal development by integrating cost-effective ICT4D models and robust data systems.
Collaborate with government agencies, including MSPP, CNSA, and DINEPA, to align digital systems with national frameworks. Coordinate with humanitarian clusters and partner organizations to harmonize data standards and ensure interoperability. Represent the organization in technical forums on data innovation, MEL systems, and sector-specific coordination platforms.
Ensure all digital systems comply with safeguarding, data privacy, and Do No Harm principles. Oversee budgeting, procurement, and financial accountability for ICT4D activities, including technology subscriptions and evaluations. Support emergency preparedness by integrating rapid data deployment and contingency planning into program frameworks.
Qualifications
- Bachelor’s degree in data science, computer science, statistics, or a related field
- Minimum of five years of experience in MEL and ICT4D system design and team leadership
- Proven expertise in mobile data collection platforms (e.g., ODK, Kobo, SurveyCTO, CommCare)
- Strong skills in database design (SQL, PostgreSQL, MySQL) and cloud infrastructure (Microsoft Azure)
- Experience developing dashboards using Power BI or similar tools
- Proficiency in qualitative analysis software such as MAXQDA, NVIVO, or Atlas.TI
- Fluency in French required; English proficiency is an advantage
- Training and mentoring experience in MEL and digital data systems
Work Environment
This is an onsite role based in Port-au-Prince, Haiti, operating in a dynamic and high-pressure humanitarian context. The position requires adherence to security protocols and professional conduct in line with organizational values.
