Oregon Department of Human Services is hiring an IT Modernization Project Business Analyst - OPA3

About the Role

The Oregon Department of Human Services seeks an IT Modernization Project Business Analyst to provide business analysis for the agency’s Modernization Project. You will be responsible for designing and configuring new technical solutions to meet business objectives, translating complex business problems, facilitating system design and testing, and coordinating work efforts to achieve project goals.

What You'll Do

  • Provide policy and process expertise to guide system change implementation, analyze impacts, and advise project leadership on design and policy options.
  • Lead requirements gathering, process mapping, and change management activities to support adoption of new systems.
  • Coordinate testing, track success metrics, and ensure a smooth transition to operations and maintenance with ongoing user support.
  • Develop and review project documentation including business and functional requirements for subsystems, reports, forms, and interfaces.
  • Evaluate user requests to identify training or system needs, support production issue resolution, and facilitate Go-Live readiness.
  • Coordinate and support all phases of the HECC Modernization systems lifecycle including planning, configuration, testing, training, and release.
  • Serve as the primary liaison among stakeholders, developers, and end users.
  • Manage solution requests, track progress in Azure DevOps, support decision-making, and contribute to modernization efforts.

What We're Looking For

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four years of professional-level evaluative, analytical and planning work related to IT project management and/or IT business analysis.
  • Any combination of experience and education equivalent to seven years of experience in IT project management and/or IT business analysis.

  • Attention to detail and the ability to organize and coordinate multiple work streams simultaneously.
  • Self-motivation and organization with a proven ability to work autonomously and collaboratively to meet deadlines.
  • Experience evaluating the effectiveness of operational processes, including requirements gathering, analysis, interpretation, and recommendations for an IT project.
  • Experience in assessment and analysis of business needs and system design.
  • Ability to actively participate and work closely with project staff, leadership, and program staff regarding all phases of an IT project.

Team & Environment

You will be part of the agency’s Modernization Project team, coordinating with vendors and agency technical and business staff.

Benefits & Compensation

  • Compensation: $6,667 - $9,830 per month (Non-PERS range). PERS participating members will have base salary increased by 6.95% and pay a 6% employee contribution.
