The International Rescue Committee is seeking an HR Officer to join our team in Kabul, Afghanistan. In this onsite role, you will manage the full recruitment process, maintain personnel records, and ensure the smooth implementation of HR policies and systems for national staff.
What You'll Do
- Prepare, post, and track local vacancy announcements.
- Analyze positions and prepare job descriptions, classifications, and evaluations.
- Screen applications, schedule interviews, and facilitate the recruiting and selection process.
- Conduct background checks and issue employment offers and contracts for newly hired employees.
- Complete, maintain, and secure all hard and digital personnel files.
- Arrange and conduct orientation for new hires.
- Assist in the preparation of payroll for national staff.
- Update the HRIS database and all other HR-related tracking forms.
- Maintain and process exit packages for terminated staff.
- Process Mahram payments as per IRC guidelines.
- Provide advice and assistance to national staff regarding HR policy implementation.
- Track and support leave management for Annual, Sick, Maternity, and comp time.
- Register new hires with the e-attendance system (Fingerprint Machine).
- Prepare and review employee monthly timesheets.
- Track probationary and annual completion dates and issue confirmation/extension letters.
- Promote and actively participate in GEDI initiatives and team engagement efforts.
- Foster ongoing learning and dialogue to strengthen safeguarding and promote IRC values.
- Carry out other job-relevant duties as assigned by your supervisor.
What We're Looking For
- A Bachelor's degree in BBA specialized in HRM, Economics, or a relevant field.
- 2 to 3 years of relevant HR experience, especially within international NGOs.
- Proven experience in Personnel Management.
- Excellent verbal and written skills in both English and Dari/Pashtu.
- Proficient computer skills.
- Strong organizational, diplomatic, and reporting abilities.
- The capacity to work effectively under pressure.
Nice to Have
- Excellent cross-cultural skills; prior experience working in a multi-cultural environment is an added advantage.

You will report directly to both the Field Coordinator and the HR Coordinator.
