About the Role

The Country Finance Officer serves as the main financial contact for SNV's Zimbabwe office, ensuring sound financial oversight and compliance across all local projects and operations. Based in Harare, this role works under the guidance of the Country Finance Manager in Lusaka to maintain strong internal controls and accurate financial reporting.

What You'll Do

Manage day-to-day financial operations, including reviewing intercompany transactions, reconciliations, and financial schedules to meet reporting deadlines. Process and post monthly payroll across systems, and reconcile payroll-related statutory payments such as social security contributions. Conduct regular balance sheet clean-ups and ensure final reconciliations are reviewed with the Country Finance Manager.

Support budgeting, forecasting, and financial monitoring activities, including assisting in proposal budget development within set thresholds. Ensure full cost recovery principles are applied and donor financial guidelines are followed. Facilitate accurate cost allocation for staff, vehicles, offices, and shared cost centres. Assist in the registration and alignment of financial data across multiple systems to ensure consistency.

Support internal and external audits by coordinating documentation and compliance checks. Advise project teams on financial procedures and donor requirements, and provide induction and training to new staff and managers on financial processes. Help build capacity among sub-grantees in financial management and compliance.

Requirements

  • Submit TARMS reports and ensure timely compliance with government requirements
  • Support asset and cash management, including inventory tracking and oversight
  • Assist in annual budget preparation, overhead tracking, and financial analysis for the country office
  • Identify financial risks and take preventive measures to safeguard performance and profitability
  • Ensure donor reports are complete, accurate, and submitted on schedule
  • Collaborate with budget holders to ensure adherence to internal policies and donor rules

The focus of this assignment is on helping SNV clarify how its Value Proposition is used with different audiences, in different decision-making contexts, and in day-to-day engagement across the organisation.Building on recent internal work to articulate SNV’s Value Proposition and influencing priorities, this consultancy will support SNV in strengthening their practical use. The aim is to ensure that colleagues can apply them in a consistent yet flexible way across proposals, donor engagement, policy dialogue, communications, partnerships, and other external interactions.The consultant will work closely with SNV teams to support the development and refinement of a stakeholder analysis and engagement approach.
